LSF is seeking a talented IT BI Programmer Analyst who wants to make an impact in the lives of others.

Purpose and Impact:

The IT BI Programmer Analyst is responsible for the design, development, implementation, and support of business intelligence (BI), reporting, analytics, and data integration solutions that support organizational operations and strategic decision-making. This position performs advanced analytical and technical work involving systems analysis, application development, database programming, reporting architecture, and data modeling within a Microsoft-centric technology environment. The position exercises independent judgment and discretion in evaluating business needs, developing technical solutions, determining appropriate system design, and resolving complex data and reporting issues. The IT BI Programmer Analyst partners with business and technical stakeholders to translate operational requirements into scalable reporting and analytics solutions while ensuring data integrity, security, and compliance with organizational standards.

Essential Functions:

  • Design, develop, implement, test, and maintain BI applications, dashboards, reports, data models, and analytics solutions.
  • Analyze business and reporting requirements and independently develop technical specifications, system designs, and data solutions.
  • Design and develop SQL queries, stored procedures, ETL processes, database objects, and system integrations.
  • Configure, maintain, and optimize Microsoft Power BI, SQL Server, SSRS, SSIS, and related BI technologies.
  • Evaluate existing BI systems, reporting processes, and data architecture and recommend improvements related to performance, scalability, automation, and operational efficiency.
  • Troubleshoot and resolve complex system, application, database, and reporting issues.
  • Ensure the integrity, reliability, security, and confidentiality of organizational data and reporting systems.
  • Perform systems analysis, data analysis, testing, validation, and quality assurance activities for BI and reporting solutions.
  • Develop technical documentation, process documentation, data dictionaries, and user procedures.
  • Collaborate with organizational leadership, program staff, vendors, and technical teams to support operational and strategic reporting initiatives.
  • Provide technical guidance and end-user support regarding BI tools, reporting functionality, and data interpretation.
  • Participate in BI strategy, technology planning, and system improvement initiatives.
  • Maintain compliance with organizational policies, IT governance standards, and applicable privacy and security regulations.
  • Perform other related duties as assigned.

Working Conditions & Physical Requirements:

  • Primarily sedentary work involving prolonged periods of sitting and computer use.
  • Frequent use of hands and fingers for keyboarding and operation of computer equipment.
  • Ability to communicate effectively in person, by telephone, and electronically.
  • Occasional statewide travel may be required.
  • Must maintain reliable transportation and valid automobile liability insurance if travel is required for business purposes.

Education:

Bachelor’s degree in computer information systems, Computer Science, Data Science, Software Engineering, or a related discipline is required.

Experience:

  • Two to three years of progressively responsible experience in business intelligence development, systems analysis, database programming, application development, or related technical work.
  • Experience designing and developing reporting and analytics solutions using Microsoft Power BI.
  • Experience with Microsoft SQL Server, SSRS, SSIS, relational databases, and data integration processes.
  • Experience developing SQL queries, stored procedures, data models, and automated reporting solutions.
  • Experience with development and source control tools such as Visual Studio, VS Code, Git, or Azure DevOps preferred.
  • Experience with Microsoft Azure data services preferred.

Knowledge, Skills & Abilities:

  • Advanced knowledge of business intelligence development, systems analysis, database design, data warehousing, and reporting methodologies.
  • Strong proficiency in Microsoft Power BI, including DAX, Power Query, and data modeling.
  • Strong proficiency in SQL programming, query optimization, troubleshooting, and database development.
  • Knowledge of ETL frameworks, system integrations, and data governance principles.
  • Ability to independently analyze complex technical and operational issues and develop effective solutions.
  • Ability to exercise discretion and independent judgment in evaluating business requirements and designing technical solutions.
  • Ability to communicate complex technical concepts effectively to technical and non-technical audiences.
  • Strong analytical, organizational, problem-solving, and project management skills.
  • Ability to prioritize multiple assignments and meet deadlines with limited supervision.
  • Ability to maintain confidentiality and appropriately handle sensitive information.
  • Sensitivity to the cultural and socioeconomic characteristics of the populations served.

  • Reports to the IT Applications Supervisor.
  • Team player with providers, vendors, and co-workers across all LSF programs.
  • Accurate, complete, and timely submission of all required reports and assignments.
  • Adherence to Agency policies, IT governance standards, and management practices.
