IT Business Analyst

Responsibilities:

Position Overview

 

We are seeking a highly motivated and experienced IT Business Analyst to support a Federal Intelligence Community (IC) customer in advancing enterprise information technology initiatives, governance, and strategic modernization efforts. The successful candidate will serve as a trusted advisor to government leadership, collaborating with stakeholders across multiple organizations to elicit, analyze, document, and manage business and technical requirements that enable mission-critical IT capabilities.

This position requires a strong background in business analysis, enterprise governance, portfolio management, systems development lifecycle (SDLC), and stakeholder engagement within a complex federal environment.

 

Key Responsibilities

• Lead business requirements elicitation sessions with Intelligence Community stakeholders to identify, analyze, validate, and document business and technical requirements.
• Partner with stakeholders to define project scope, objectives, business processes, and operational needs supporting enterprise IT initiatives.
• Translate stakeholder requirements into high-quality documentation.
• Support the development, implementation, and continuous improvement of enterprise IT governance processes and project lifecycle management.
• Assist the PMO in establishing governance frameworks, project oversight processes, reporting standards, and decision support mechanisms.
• Collaborate with Enterprise Architecture teams to ensure projects align with organizational architecture, technology standards, and strategic modernization objectives.
• Support the development and maintenance of policies and procedures that implement and enforce enterprise architecture principles and IT governance.
• Facilitate collaboration among multiple government directorates to improve business integration, information sharing, and cross-organizational coordination.
• Evaluate current-state business processes and recommend future-state improvements that increase operational efficiency and mission effectiveness.
• Support project portfolio management activities by assessing priorities, resource allocation, risks, dependencies, schedules, and strategic alignment.
• Provide project oversight related to budget execution, governance compliance, enterprise architecture, and program performance.
• Capture, analyze, and decompose both functional and non-functional requirements into actionable technical specifications supporting system development and implementation.
• Support acquisition planning and technology modernization efforts by developing frameworks for managing and implementing enterprise IT systems aligned with the organization's strategic roadmap.
• Participate in Agile, Hybrid Agile, or Waterfall project delivery methodologies as required.
• Coordinate across multiple functional teams, technical staff, executives, and mission stakeholders to ensure successful project execution.
• Perform cross-functional support activities across multiple Intelligence Community organizations as mission priorities evolve.

Qualifications:

Required Qualifications

• Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD., 12 years with a HS diploma
• US Citizen with an active Top Secret clearance with the ability to obtain a Q/SCI.
• Strong understanding of Systems Development Life Cycle (SDLC) methodologies.
• Experience developing business process models, workflows, use cases, user stories, functional specifications, and process documentation.
• Excellent written, verbal, and presentation communication skills.
• Strong analytical, critical thinking, and problem-solving abilities.

Preferred Qualifications

• Experience supporting Department of Energy (DOE), Intelligence Community (IC), or other national security organizations.
• Experience with Enterprise Architecture frameworks (e.g., TOGAF, DoDAF, FEAF).
• Familiarity with Agile frameworks such as Scrum, Kanban, or SAFe.
• Experience using requirements management and collaboration tools such as Jira, Confluence, Azure DevOps, ServiceNow, or IBM DOORS.
• Knowledge of federal IT governance frameworks, capital planning, and investment control (CPIC), IT portfolio management, and Technology Business Management (TBM).
• Experience supporting executive-level governance boards and investment review processes.

Target Salary Range: $104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
