As a IT CYBERSECURITY SPECIALIST (INFOSEC), GS-2210-13, duties include:
Serves as the principle advisor to the CIO and the State on the latest industry and technological projections as they pertain to Cyber Security / Information Assurance for the network enclave infrastructure. Develops policies for organization deployed throughout the headquarters. Must anticipate the effects of new emerging technology and develop policies to control it to prevent security violations. Duties include oversight of the Army IT Training Program of Record and accreditation of all systems in-accordance-with (IAW) with all command, Army, and DoD security directives, policies and procedures. Ensures that all elements are in compliance with guidance concerning accreditation of automated information systems, risk management, control of computer viruses, and other similar issues. Ensures that a wide variety of security incidents are investigated and reported IAW with all command, Army, and DoD security directives, policies and procedures such as: computer viruses and sanitation of highly classified information from organization. (30%)
Directs, manages, and monitors a system of internal controls that ensure effective and appropriate use of resources.
A. Manage and lead the implementation of the RMF. Maintain and report Information Systems (IS) and Platform IT (PIT) systems assessment and authorization status and issues in accordance with DoD Component guidance. Provide direction to the ISSO in accordance with DoD, Army and NGB directives. Coordinate with the organizations cyber security service provider to ensure issues affecting the organizations overall security are addressed appropriately. Maintain a repository for all organizational or system-level Cybersecurity-related documentation. Ensure that ISSOs are appointed in writing and provide oversight to ensure they are following established Cybersecurity policies and procedures.
B. Monitor compliance with cybersecurity policy, as appropriate, and review the results of such monitoring. Certify that Cybersecurity inspections, tests, and reviews are synchronized and coordinated with affected parties and organizations. Validate implementation of IS security measures and procedures including reporting incidents to the AO and appropriate reporting chains, and coordinating system-level responses to unauthorized disclosures in accordance with DoD, Army, and NGB guidelines. Ensure handling of possible or actual data spills of classified information resident in ISs, are conducted in accordance with applicable guidelines.
C. Act as the primary cybersecurity technical advisor to the AODR for DoD IS and PIT systems under their purview. Ensure that Cybersecurity-related events or configuration changes that may impact DoD IS and PIT systems authorization or security posture are formally reported to the AO and other affected parties, such as IOs and stewards and AOs of interconnected DoD ISs. Ensure the secure configuration and approval of IT below the system level (i.e., products and IT services) in accordance with applicable guidance prior to acceptance into or connection to a DoD IS or PIT system. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the Nebraska Army National Guard. Selectee will be required to wear the military uniform daily. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

OPEN AREAS OF CONSIDERATION: AREA 1 ONLY
DEFINITION OF AREA(S) OF CONSIDERATION:
AREA 1: Current permanent and indefinite technicians of the Nebraska Army or Air National Guard; and current Title 5 employees of the Nebraska Military Department who are military members of the Nebraska National Guard.
AREA 2: All Drill Status/M-Day members and temporary technicians of the Nebraska Air or Army National Guard.
AREA 3: Current military service members who are willing and eligible to become members of the Nebraska Air or Army National Guard.
AREA 4: All qualified candidates eligible and willing to become a member of the Nebraska National Air or Army National Guard prior to the effective date of hire.
Military Grades: Maximum: E9/CW5/O4; Minimum: E6/WO1/O1; Military Grade inversion within the full time work forces is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised.
Compatibility will be followed in accordance with 32 USC 709(b) and 10 USC 10216. Compatibility requirements must be met prior to appointment to the position.
Security Clearance/Background Check requirements:
In order to comply with US DOD requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work.
Failure to obtain, within one year of appointment, and maintain the designated type of security clearance/background check required for the respective work may result in a job offer being rescinded, separations of employment, or other actions as may be deemed in the best interest of the agency.
Prior to appointment individuals must meet the security clearance requirements for the position or submit the required documents of the Nebraska National Guard, Personnel Security Manager for processing the appropriate investigation. GENERAL EXPERIENCE: Experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE:
GS-13: Do you possess at least 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
Education
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

CONDITIONS OF EMPLOYMENT:
1.Must obtain and maintain a TOP SECRET clearance level
2.Incumbent must complete appropriate training and obtain required certifications IAW DoDI 8140, DOD 8570.01M for Cyber workforce as an IA Manager Level 3.
3.All certifications are required within 9 month of employment
4.Position is designated as OM-ADM-001 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework. 7.Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

ORGANIZATION
The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.
Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces. It also allows the Army to expand rapidly in time of war. The industrial base provides world-class equipment and logistics for the Army. Army installations provide the power-projection platforms required to deploy land forces promptly to support combatant commanders. Once those forces are deployed, the institutional Army provides the logistics needed to support them.
Without the institutional Army, the operational Army cannot function. Without the operational Army, the institutional Army has no purpose.
