The City of Steamboat Springs is hiring an IT Data Analyst to join their team!

Pay Range: $73,585 - $106,698

GENERAL PURPOSE

The IT Data Analyst advances the city’s data‑driven decision‑making by partnering with departments to build a clear understanding of their data assets, develop high‑quality reporting and analytics, and strengthen data stewardship and governance practices. This role inventories data sources and reporting tools, designs and builds standardized reports and dashboards, and partners with data owners to improve collection methods, automate pipelines, and strengthen data quality and accessibility.

SUPERVISION RECEIVED

Works under the general supervision of the IT Applications Lead, executing responsibilities with appropriate discretion and professional judgment.

SUPERVISION EXERCISED

Supervises vendors and contractors, assists other IT staff, and provides guidance to business stakeholders.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Serves as an ambassador of the City of Steamboat Springs and upholds City values of Service, Teamwork, Integrity, Well-being, Respect and Compassion, while prioritizing safety at all times.

Stakeholder Engagement

  • Collaborates with departments to understand their data and priorities, assess needs and gaps, and develop effective datasets for analysis and reporting.

  • Facilitates discovery sessions and elicits requirements from business stakeholders, converting them into clear specifications to guide data analysis and reporting development.

  • Provides training and support for staff on how to navigate and update reports and dashboards.

  • Translates technical concepts for nontechnical audiences, improving data literacy and reporting adoption across the organization.

Data Management and Modernization

  • Cleanses, analyzes, and interprets raw data to provide meaningful findings that inform operational and strategic decisions.

  • Builds and maintains secure, reliable data pipelines and integrations (e.g., APIs, ETL, SFTP) to optimize collection, transformation, and delivery of datasets across systems.

  • Develops automated processes to keep key datasets accurate and up to date.

  • Supports efforts to streamline workflows and consolidate reporting platforms where feasible.

  • Leads migration or archival of historical datasets to modern platforms, including mapping, cleansing, testing, and cutover planning.

Reporting and Visualization

  • Designs, builds, and maintains dashboards and reports that surface actionable insights, using tools such as Power BI and SSRS.

  • Responds to ad hoc data requests by delivering timely, accurate analysis tailored to the needs of the stakeholders.

  • Creates advanced, custom reporting in Workday, delivering cross-functional analytics to support the city’s financial and human capital management needs.

  • Serves as the technical system owner for the city’s strategy management solution, supporting the development, maintenance, and publication of strategic and operational performance metrics for both internal users and public‑facing dashboards.

Data Governance

  • Develops and maintains an inventory of data assets, including source systems, ownership, refresh cadences, and reporting tools, based on insights gathered through departmental collaboration.

  • Works closely with departments to support:

    • Improving data quality, consistency, and reliability.

    • Standardizing data definitions, naming conventions, and business rules.

    • Implementing classification, retention, and risk management best practices.

  • Contributes to policies and standards for data governance, validation, and accessibility to ensure reliable, secure, and compliant reporting.

PERIPHERAL DUTIES

  • Participates in after-hours work as needed for data refreshes, upgrades, outages, and emergency response.

  • Performs other duties and special projects as assigned.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience

  • Bachelor’s degree in Data Science, Statistics, Computer Science, Information Systems, or a related field; or an equivalent combination of education and experience.

  • Five (5) or more years of professional experience in data analytics, business intelligence, or reporting in a multi‑system, multi‑department environment; public‑sector experience preferred.

  • Experience with system integrations, data conversion and migration, and advanced, custom report development in enterprise systems; Workday experience preferred.

Knowledge, Skills, and Abilities

  • Excellent written, verbal, and presentation skills; ability to translate complex analysis into clear, actionable insights for diverse audiences.

  • Strong organization, prioritization, and problem‑solving skills; ability to manage multiple requests and deadlines in a dynamic environment.

  • Advanced proficiency with SQL Server and relational databases.

  • Demonstrated expertise with data modeling and enterprise reporting tools (Power BI and SSRS preferred).

  • Experience with ETL tools (SSIS, Power Query) and scripting languages (PowerShell, Python, R).

  • Working knowledge of data governance, classification, and quality assurance best practices.

  • Understanding of accessibility principles for data presentation and dashboard design.

Pay Range:

Offers will be negotiated based on each candidate's qualifications.

Merit:
This role is eligible for merit within our pay-for-performance philosophy via our annual performance review process.  Hires after September 1st will take the next year's compensation data into account but would not be eligible for merit until the following year.
