PAY RANGE:$146,000 - $165,000
POSITION SUMMARY:
The IT Delivery and Enablement Manager position leads the Business Relationship Management (BRM) function within the IT and Security organizations and will manage a small delivery team that produces tactical technical solutions for the business. The role owns the day-to-day partnership between IT and Security and the business units they serve. The delivery team builds integrations, internal tools, reports, automations, as well as proof of concept and production applications, often using AI-assisted development to compress delivery timelines. The emphasis is on delivering operational work that is scoped in days or weeks.
ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

IT Delivery and Enablement Management
- Develop and maintain strong, collaborative relationships with key stakeholders across all business units.
- Act as the primary point of contact for IT and Security related needs and inquiries from other departments.
- Proactively engage business units to understand their strategic goals, operational challenges, and opportunities.
- Conduct regular meetings and workshops to gather requirements, provide updates on IT and Security initiatives, and solicit feedback.
- Translate complex technical concepts into language that non-technical audiences can act on, and translate business needs into clear direction for the delivery team.
- Advocate for the needs of the business units within the IT and Security departments and surface misalignment early.
- Track commitments, open requests, decisions, and follow ups so that no business unit ask is lost.
Team Leadership
- Lead, coach, and develop a small team of developers responsible for tactical solution delivery.
- Set priorities and manage the team backlog based on business value, effort, and urgency.
- Run intake, triage, estimation, and status reporting for incoming business requests.
- Conduct one-on-ones, performance feedback, and career development conversations with team members.
- Partner with other IT and Security leaders on resource planning and cross team collaboration.
AI Assisted Tactical Delivery
- Direct the team in building small to medium scoped solutions, including internal tools, system integrations, automations, reports, dashboards, and proof of concept and production applications.
- Champion the use of AI coding assistants and related tooling within the team as the default accelerator for development, code review, documentation, and testing.
- Establish and maintain team practices for safe, effective use of AI in code production, including prompt patterns, review gates, and handling of sensitive or regulated data.
- Ensure work products meet Vigor security and compliance requirements, including CUI, ITAR, CMMC, and DFARS obligations where applicable.
- Stay current on emerging AI development tools and integrate proven capabilities into team workflows.
AI Enablement and End User Education
- Serve as the organizational lead for end user education on the safe and effective use of AI across Vigor Marine Group.
- Test and evaluate AI tools and internal AI solutions and make recommendations on which to adopt based on capability, cost, data handling, and compliance fit.
- Develop and deliver training and reference materials that teach end users how to use approved AI tools safely, including sensitivity label awareness, prompt hygiene, and correct handling of CUI and ITAR content.
- Maintain current, plain language guidance on which AI tools are approved, what data may and may not be entered into them, and how to report suspected misuse or data exposure.
- Track AI adoption metrics, gather user feedback, and surface unmet needs that should drive tool selection or tactical builds by the delivery team.
- Monitor the AI tooling landscape on a recurring cadence and bring proven capabilities forward for formal evaluation.
- Coach business units on identifying high value AI use cases and on recognizing when AI is not the right tool for the job.
- Lead the management and maintenance efforts for the internal IT / Security AI architecture
KNOWLEDGE SKILLS AND ABILITIES:
- Experience in a DoD adjacent or regulated environment, including familiarity with CMMC, DFARS 7012, CUI, ITAR, or similar frameworks.
- Demonstrated experience building relationships across business functions and translating business needs into delivered technology outcomes.
- Hands on software development background sufficient to direct the team, review work products, and make credible tradeoff decisions.
- Practical experience using AI coding assistants in real development work, including judgment about when they help and when they do not.
- Strong written and verbal communication skills with the ability to move fluidly between technical and non-technical audiences.
- Organizational discipline to manage a multi stream backlog, track commitments, and deliver consistent status to stakeholders.
- Experience with common enterprise integration patterns and platforms such as Power Automate, Microsoft Graph, Dataverse, or comparable tools is preferred.
- Experience with GCC High or other government cloud environments is preferred.
EDUCATION AND/OR EXPERIENCE:
- Bachelor's degree in computer science, information systems, software engineering, business, or a related field. Equivalent professional experience will be considered.

REPORTING RELATIONSHIP: This position reports directly to the Chief Technology and Security Officer. As the team is built out, direct reports will include the tactical delivery team. The role partners closely with IT and Security leadership, business unit leaders, and vendors.
