Job Summary

This position is located at MARINE CORPS BASE HAWAII - MARINE CORPS COMMUNITY SERVICES (MCCS) HAWAII. Candidates selected for this position will serve as an IT DIRECTOR, MCCS HAWAII.

Major Duties
Serves as IT Director by providing overall management and oversight of Information Technology (IT) services and operations in support of Marine Corps Community Services (MCCS) Hawaii field enterprise solutions to include, but not limited to: overseeing all specialized programs and development projects and their subsequent organizational uses; providing hardware, software, and security (including cybersecurity requirements to ensure compliance with all applicable Department of War (DoW), Department of the Navy (DON) and Marine Corps security regulations) support for all point of sale (POS) systems, retail, food & hospitality, recreation, accounting, and personnel management systems, state-of-the-art computer systems, wireless networks, and local and wide area networks. Serves as the installation level IT advisor, makes recommendations for IT policy and develops policies to govern organizational IT activities in alignment with higher headquarters and organizational mission requirements Conducts audits of IT systems and ensures application of information security and assurance policies. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste, and abuse. Corrects failing strategies.
Serves as Network Manager, Management Information System Manager, Information Assurance Officer, and the technical expert on IT related matters. Provides leadership in the selection, design, implementation, integration, and ongoing support of information systems throughout the organization. Works collaboratively with constituent groups in setting priorities for the deployment of IT that supports the MCCS mission to include: identification, recommendation, implementation, and evaluation of systems and services that enhance the efficiency and effectiveness of organizational processes and program delivery. Provide regular status reports to Headquarters, the MCCS Director, the Finance Director, MCCS Division Directors, and other MCCS operational components regarding policies and projects.
Directs the development of and monitors the use of organizational wide IT standards, policies, and service agreements. Oversees implementation, maintenance, and lifecycle management of IT infrastructure, including networks, enterprise applications, POS systems, servers, cloud-enabled services, and end-user computing environments. Coordinates necessary contracting requirements for technology procurement to include: hardware, software, training, communications, maintenance, software customization, and consulting services as necessary. Keeps abreast of IT and cybersecurity developments. trends. standards. and compliance regulations that may impact or benefit the organization.
Develops long range and strategic plans in conjunction with internal operating directives to ensure alignment with the organizational mission and objectives. Oversees preparation and approves IT financial plans and related records and reports, and exercises authority on approved overall budget.
Supports continuity of operations (COOP), disaster recovery, and emergency response activities to ensure mission-essential IT services remain available during outages. Participate in after-hours on-call support and operational escalation for critical system failures or emergencies affecting business operations.
Directly or indirectly through subordinate supervisor supervises employees¿ plans, organizes work. and manages internal procedures and resources to ensure maximum productivity and economies. Counsels and trains employees, schedules and directs work, appraises work performance, approves or disapproves leave and personnel actions. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs.
Provides World Class Customer Service with an emphasis on courtesy, governance, and business value, while ensuring the security of all applications, infrastructure systems, and networks in accordance with all applicable security regulations. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor or proper point of contact for help when problems arise. Ensures implementation of an activity safety program in accordance with the Base Safety Program. Advises employees of available safety regulations, instructions, materials, and equipment. Promptly reports workplace accidents/injury to the Human Resources Office. Ensures that safety training is provided to employees.
Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with ¿Return to Work¿ program initiatives and following up on employee well-being.
Performs other related duties as assigned.
Qualifications
Five years specialized experience that demonstrates the ability to manage a medium to large scale IT operation supporting infrastructure and business systems or enterprise environments. with a minimum of one year of supervisory experience. Demonstrated skill to plan and manage technology change and currency in hardware and software systems. A degree in computer science, engineering, information science, information systems management, mathematics, or technology management, is highly preferred. Demonstrated knowledge of enterprise IT operations, cybersecurity principles, network and systems administration, IT service management, and business applications is required. Must be able to obtain and maintain applicable DoD cybersecurity workforce qualifications and required security training. Must possess and maintain a valid drivers license. This is a non-critical sensitive position. Must be able to satisfactorily complete and maintain a Tier 3 level background investigation (Secret Clearance). This is a white-collar position where occasional lifting up to 20 lbs may be required.
Note: As an authorized and privileged user of Department of Defense Information Systems must possess or receive Information Assurance awareness by completing the Security+ Certification as a condition of access within six months of employment and thereafter must complete annual Information Assurance awareness training.
