Description

The IT Enterprise Applications Manager position is a member of the IT Leadership Team responsible for leading and managing a team of IT software and application professionals. This position oversees the strategy and maintenance of enterprise-level software applications that support core business and public safety operations. The ideal candidate requires strong leadership skills, technical expertise, and a solid understanding of enterprise application architecture and governance.

Major Duties

  • Oversees the implementation, configuration, and maintenance of enterprise applications across the organization.
  • Defines, develops, and maintains documentation for the administration and authorization of application systems in accordance with requirements; assists customers with the business impacts of application upgrades, modifications, patches, and migrations.
  • Leads and manages a team of application specialists, analysts, and support staff.
  • Collaborates with departments to gather requirements and ensure existing application solutions meet organizational needs.
  • Assists customers with Requests for Information (RFI) and Requests for Proposal (RFP) requirements, timelines, vendors, project budgeting, funding, and software selection options tailored to meet business needs and objectives. Ensures an appropriate balance between cost and benefit for current and future needs.
  • Develops and executes application strategies aligned with IT and organizational objectives.
  • Manages application lifecycles, including upgrades, patching, integrations, and decommissioning.
  • Ensures data integrity, security, and compliance within all managed applications.
  • Serves as primary liaison with software vendors and external partners for enterprise systems.
  • Monitors system performance and resolves application issues in a timely manner.
  • Stays current within industry trends, emerging technologies, and best practices to recommend system improvements.
  • Manages and supervises application team personnel and projects; trains, assigns, directs, supervises, evaluates, and disciplines personnel.
  • Performs related duties as determined by the IT Director.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION

  • Knowledge of NIST SP 800 publications and related standards.
  • Knowledge of CJIS requirements.
  • Knowledge of IT audit, IT risk, systems administration, network, and application security concepts.
  • Knowledge of regulatory compliance requirements and risk management.
  • Knowledge of project management principles.
  • Knowledge of project management tools such as JIRA, Confluence, or similar tools.
  • Knowledge of personnel management principles and practices.
  • Skill in organizational management, including attention to detail and multitasking.
  • Skill in problem-solving, prioritizing, and planning.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.
  • Ability to maintain a professional rapport with direct reports, coworkers, and upper management.
  • Ability to manage multiple projects concurrently.
  • Ability to adapt to a fast-paced and changing environment.

SUPERVISORY CONTROLS

This position reports to the Information Technology Director regarding department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES

Guidelines include industry best practices, state and local requirements and statutes, vendor and technology standards and manuals, and department and city policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied management, supervisory, and technical duties. Frequent changes to technology contribute to the complexity of the position.
  • The purpose of this position is to manage city information technology projects. Successful performance helps ensure the efficiency and effectiveness of city operations.

  • Contacts are typically with coworkers, other city personnel, vendors, contractors, representatives of other organizations, local IT professionals, and the general public.
  • Contacts are typically to exchange information, motivate people, negotiate matters, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed at a desk or table or intermittently sitting, standing, walking, bending, crouching, or stooping. The employee frequently lifts light and occasionally heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.
  • The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over assigned personnel.

Minimum Qualifications

  • Graduation from an accredited* college or university with an Associate's degree in Information Technology, Computer Science, Management Information Systems, or a closely related field; and
  • Six (6) years recent experience managing enterprise-level Information Technology project responsibilities (i.e., defining project scope and goals, determining and communicating potential risks, defining the systems and technology required, creating detailed schedules, building and maintaining budgets, organizing assigned resources, and setting milestones); and
  • Two (2) years recent experience negotiating and managing Information Technology vendor contracts, project execution, and transition to maintenance agreements.
  • Five (5) years recent government/municipal experience in delivering information technology project(s) preferred.
  • Graduation from an accredited* college or university with a Bachelor's degree in Information Technology, Computer Science, Management Information Systems, or a closely related field preferred.
  • Accredited through an agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education (CHEA).

CONDITION OF EMPLOYMENT/PROMOTION/DEMOTION/TRANSFER

Employees are required to complete the Certification of Understanding & Condition of Employment/Promotion/ Transfer/Demotion Form (Personnel department) and the Information Technology Support Services Employee Confidentiality Agreement (IT department).

NECESSARY SPECIAL REQUIREMENTS

  • Possession of a valid drivers license and acceptable driving record. (PBA 9/10/01)
  • Employees are required to obtain and maintain Project Management Professional (PMP) certifications within one (1) year of date of employment/promotion/demotion/transfer to this position. (See condition for details.)
  • Employees are required to complete the Information Technology Support Services Employee Confidentiality Agreement (IT department).
  • Employees in this position are fingerprinted within 30 days of hire/promotion/transfer/demotion.
  • An applicant for this position is subject to various background investigations up to and including a criminal, credit, past employment, and reference checks.
  • An applicant for this position is subject to extensive background checks (since the age of majority) to determine eligibility and ensure requirements are met for this position.
  • Employees in this position are required to complete and pass the Criminal Justice Information System (CJIS) security training and exam annually after the initial training.
  • Employees in this position must pass a criminal background check every five (5) years after initial/pre-employment.
