Blue Sky is seeking an IT Portfolio Manager to support a strategic NIH technology management and advisory contract focused on improving IT governance, enterprise planning, modernization, project and portfolio performance, scientific solution delivery, and executive decision support. The role supports NIH IT investment visibility, governance, portfolio optimization, modernization planning, and strategic decision support, maintaining visibility into IT investments and projects, supporting prioritization and rationalization, developing portfolio dashboards, analyzing performance, and providing decision-quality information to senior stakeholders.

Key Responsibilities

  • Maintain inventories of IT investments, systems, projects, and initiatives.
  • Develop portfolio dashboards showing health, performance, risk, resources, and strategic alignment.
  • Support investment selection, prioritization, business case review, and budget justification.
  • Analyze portfolio balance, risk, resource allocation, duplication, technical debt, and modernization opportunities.
  • Support CPIC, FITARA, OMB, HHS, and NIH reporting needs.
  • Prepare executive briefings, performance reports, recommendations, and decision materials.
  • Coordinate with project managers, architects, analysts, and technical stakeholders.

Required Qualifications

  • Bachelor's degree in business, IT, public administration, data analytics, or related field.
  • 5+ years of IT portfolio, IT governance, PMO, CPIC, investment management, or strategic planning experience.
  • Experience developing dashboards, analyses, reports, or executive decision materials.
  • Strong Excel, PowerPoint, SharePoint, and data analysis skills.
  • Strong written and verbal communication skills.
  • Ability to obtain and maintain Public Trust.

Preferred Qualifications

  • Federal IT portfolio management experience.
  • Experience with CPIC, FITARA, Technology Business Management, OMB A-11, OMB A-130, or federal budget/investment reporting.
  • Experience with Power BI, Tableau, ServiceNow, Apptio, Jira Align, Clarity, Planview, Smartsheet, or similar tools.
  • NIH, HHS, or federal health agency experience.
  • PMP, PfMP, ITIL, TBM, Agile, or Lean Six Sigma certification.
