    Department Overview

    The mission of the Information Technology Group (ITG) is to develop, implement and maintain technology-based services and solutions enabling OHSU to effectively manage information to accomplish its missions.

    The IT Portfolio Manager, Construction & Infrastructure serves as the central point of coordination and oversight for the portfolio of ITG-supported Design & Construction, infrastructure and space-related initiatives. Responsible for portfolio governance, intake, prioritization and tracking, technology scope identification, resource planning, financial oversight, stakeholder engagement, and performance reporting. Provides direct leadership and management for Project Managers and Project Coordinators who manage projects within the portfolio. Partners closely with the Manager, IT Plant Design and Operations to align facility planning, construction activities, and technology requirements.

    Function/Duties of Position

    Team Leadership & Personnel Management

    • Lead and develop team members through coaching, feedback, performance management, and career growth planning.
    • Set clear goals, priorities, and performance expectations aligned with organizational objectives.
    • Manage team capacity, resources, and workloads to ensure successful delivery of key initiatives.
    • Foster a collaborative, inclusive, high-performing team culture that drives engagement, accountability, and continuous improvement.
    • Recruit, onboard, and retain top talent to meet current and future business needs.

    Portfolio Management

    • Partner with the Manager, IT Plant Design and Operations to identify and manage portfolio projects and initiatives.
    • Partner with Facilities, Design & Construction, Operations, and IT teams to ensure technology requirements are integrated into project planning and delivery.
    • Lead and manage the portfolio of IT projects supporting construction, renovation, and infrastructure initiatives through late Programming through Closeout phases.
    • Drive standardization, process improvement, and best practices across construction and infrastructure programs.
    • Support Project Managers in planning, tracking, and executing operational readiness and facility activation activities.

    Program Leadership, Governance & Reporting

    • Establish and maintain portfolio governance frameworks, standards, and processes.
    • Oversee portfolio intake, prioritization, approval, and performance management to ensure alignment with organizational strategy, operational needs, and capital project objectives.
    • Facilitate governance and portfolio review forums.
    • Track and report on portfolio health, including budget, schedule, resources, risks, benefits realization, and strategic outcomes.
    • Support the Resource Data Specialist in monitoring and maintaining accurate project time entry, resource allocation, and portfolio reporting.

    Other

    • Continued professional Development. Maintain technical and professional competency through training, professional organizations, seminars, and other development opportunities.
    • Other duties as assigned.

    Required Qualifications

    • Bachelor's degree in computer science, information technology, or related field with 6 years of experience in IT; OR

    • Equivalent experience working in a complex information technology environment, AND

    • 4 years or more paid work experience as a Project Leader managing and implementing related projects, AND

    • 4 years of progressively responsible management duties.

    • Experience managing large, complex projects with high levels of interaction with senior leadership.

    • Experience leading ITG-supported Design & Construction, infrastructure and space-related initiatives.

    Skills and Abilities

    • Knowledge of portfolio, program, and project management principles, including governance, intake, prioritization, resource planning, risk management, performance measurement, and best practices.
    • Knowledge of capital construction, renovation, infrastructure, operational readiness, and facility activation processes.
    • Knowledge of budgeting, financial management, capital funding processes, and vendor/contract management.
    • Strong leadership, coaching, team development, and performance management skills.
    • Strong organizational, planning, and problem-solving skills.
    • Strong verbal and written communication skills, including presenting complex information to executive leadership and governance groups.
    • Strong stakeholder management and relationship-building skills with operational, technical, and business partners.

    Preferred Qualifications

    • 10 years of experience within a healthcare information technology environment.

    • 6 years of project management experience, 3 of which are Information Technology project management in a healthcare setting, leading large project teams.

    • Experience with IT Program Management in Healthcare or an Academic Medical Center.

    • Experience mentoring project managers.

    • PMP certification.

    Additional Details

    Work Location: Hybrid Remote- remote

    Work Schedule: Monday-Friday, 8:00am-5:00pm
