The IT Procurement Manager is responsible for overseeing procurement governance, technology vendor management, contract coordination, and IT spend management activities that support enterprise technology investments and operational objectives across the organization. This role partners closely with IT leadership, Finance, Procurement, Legal, Security, Risk Management, and business stakeholders to ensure technology-related purchasing, vendor onboarding, contract administration, and spend governance activities are executed effectively and aligned with organizational priorities.

The position supports the full lifecycle of enterprise technology procurement activities including software, SaaS platforms, infrastructure, professional services, renewals, contract modifications, and vendor governance processes. This role also helps drive operational discipline, financial transparency, compliance, and process standardization across enterprise technology purchasing and vendor engagement activities.

This role serves as a strategic and operational leader responsible for improving procurement governance, strengthening vendor management processes, optimizing technology spend visibility, and supporting enterprise planning and operational excellence initiatives.

Job Description & Responsibilities :
  • Manage governance processes for enterprise technology procurement, vendor management, and IT-related spend across the organization.
  • Coordinate technology purchasing activities including software, SaaS subscriptions, hardware, consulting services, renewals, and contract amendments.
  • Partner with IT leadership, Procurement, Finance, Legal, Security, and business stakeholders to support vendor engagements and purchasing decisions.
  • Support vendor onboarding, contract routing, intake coordination, approvals, statement of work (SOW) reviews, and renewal management activities.
  • Monitor technology spend, purchase requests, budget activity, contract commitments, and renewal timelines to improve visibility and decision-making.
  • Establish and maintain controls, workflows, governance standards, and documentation practices related to enterprise technology procurement activities.
  • Support enterprise vendor governance activities including financial reviews, compliance coordination, risk assessments, insurance tracking, and contract documentation management.
  • Coordinate procurement and vendor management processes for enterprise platforms, cloud services, software licensing, implementation partners, and managed service providers.
  • Analyze spend trends, vendor utilization, contract obligations, and procurement activities to identify risks, savings opportunities, and process improvements.
  • Develop and maintain reports, dashboards, trackers, and operational metrics related to technology procurement, vendor governance, and IT spend management.
  • Ensure compliance with internal approval requirements, procurement policies, IT governance standards, SOX controls, and operational procedures.
  • Collaborate with Enterprise Applications, Infrastructure, Cybersecurity, PMO, and Finance teams to support enterprise planning and budgeting initiatives.
  • Coordinate with vendors and internal stakeholders to resolve procurement, invoicing, licensing, contract, or service-related issues.
  • Drive continuous improvement initiatives focused on procurement efficiency, operational transparency, financial discipline, and governance effectiveness.
  • Promote cross-functional collaboration, accountability, and process discipline across enterprise vendor and procurement operations.

Skills & Qualifications :
  • Bachelor's degree in Business, Finance, Supply Chain, Information Technology, Procurement, or a related field required; equivalent experience considered.
  • Significant experience in IT procurement, vendor management, contract administration, spend governance, procurement operations, or related business functions.
  • Demonstrated success supporting enterprise procurement governance and managing technology vendor engagements within complex organizations.
  • Strong understanding of enterprise technology purchasing workflows, contract management, budget tracking, approval controls, vendor onboarding, and procurement governance practices.
  • Experience supporting procurement activities related to SaaS platforms, cloud technologies, enterprise software licensing, consulting services, and technology vendors.
  • Familiarity with enterprise applications, infrastructure technologies, cybersecurity services, cloud platforms, and IT operational environments preferred.
  • Experience coordinating with Legal, Procurement, Finance, Security, and technical teams to support enterprise purchasing and governance activities.
  • Strong understanding of governance processes, operational controls, SOX compliance, vendor risk management, and audit support practices.
  • Experience with procurement platforms, vendor management systems, ERP systems, or contract lifecycle management platforms such as Coupa, Icertis, ServiceNow, or related technologies preferred.
  • Strong analytical, organizational, troubleshooting, and problem-solving capabilities.
  • Excellent communication, stakeholder management, negotiation, and documentation skills.
  • Strong attention to detail with the ability to manage multiple procurement activities, vendor deadlines, approvals, and operational priorities simultaneously.
  • Proven ability to identify process gaps, improve governance practices, and drive operational efficiencies.
  • Demonstrated "can-do attitude, collaboration, adaptability, and customer-focused service mindset.
  • Demonstrated interest in artificial intelligence and emerging technologies, with a track record of learning and applying innovative digital tools to improve procurement operations, reporting, governance, and business outcomes.
