What you'll do at DBH:

The Ohio Department of Behavioral Health (DBH) is seeking a highly skilled IT Project Manager 2 to support the Office of Health Information Systems. This role serves as a key leader in implementing, optimizing, and operating an agile System Development Life Cycle (SDLC) and corresponding project management (PM) methodology. The ideal candidate will be a strategic thinker, experienced project manager, and effective collaborator who thrives in a dynamic environment centered on innovation and continuous improvement.

The successful candidate will also possess an understanding of Epic modules across both clinical and revenue cycle applications to accurately scope project requirements, identify subject matter experts, and allocate the appropriate technical and functional resources needed to drive successful project outcomes. This knowledge ensures alignment between IT delivery teams, clinical stakeholders, and operational leadership throughout all phases of the project lifecycle.

Key Responsibilities

• Supports the administration and continuous improvement of project management standards, policies, and procedures to ensure consistent project delivery and performance.
• Establishes and maintains project management best practices, including frameworks for tracking project performance and consistently utilizing lessons learned.
• Undertakes new projects with increased certainty and consistency by establishing formal project management methodologies.
• Coordinates with existing demand management processes to provide enhanced guidance and support to stakeholders.
• Serves as the agency representative for projects in public forums including focus groups, other state agencies, county agencies, media, federal government, and the legislature. Provides project presentations to educate and train end users.
• Serves as an Information Technology (IT) Project Manager for agency projects, coordinating with vendors and internal teams.
• Determines and evaluates risks that may affect projects, defines specific activities necessary to produce deliverables, evaluates deliverables, and ensures readiness to advance to the next phase.
• Ensures scheduled time frames are met, reports on delivery problems, provides performance data, and offers regular progress updates.
• Determines and evaluates testing, pilot programs, or project phases, addressing problems identified during these processes.
• Selects, manages, and applies appropriate project management processes.

Governance and Communication

• Facilitates the Epic Governance Structure.
• Prepares documentation to convey complex technical details to clinical providers and Department executives.

Fiscal and Procurement Responsibilities

• Assists the Chief Technology Officer (CTO) with fiscal matters by providing strategic fiscal and budget oversight for the Office of Health Information Systems.
• Determines and allocates resources and assists with budget planning.
• Develops scope, materials, and product criteria; establishes selection criteria; and follows appropriate procurement processes.
• Coordinates proposal reviews, conducts bidder conferences, directs evaluation of bids and proposals, and recommends bid or proposal selections.
• Represents the agency or project to the controlling board.
• Executes contracts and manages procurement documents including requests for proposal, quote, information, and invitations to bid.

Collaboration and Leadership

• Confers and meets with users, vendors, and section managers to exchange information, resolve technical problems, and coordinate operations.
• Attends management-level meetings, providing expert advice to higher-level leadership.
• Participates in training classes, seminars, and professional development opportunities.
• Serves as the Deputy for the Office of Health Information Systems.

Training and Professional Development

• Conducts trainings and participates in continuous professional development.
• Develops leadership, project management, business process analysis, and performance improvement skills by attending meetings, conferences, seminars, and workshops.
• Delivers trainings on project management concepts, processes, and procedures that represent standards and best practices adopted by DBH.

This is an hourly position and is exempt from the bargaining units, with a pay range of 16 on the on the E1 Exempt Pay Range Schedule. Normal working hours are Monday through Friday, 8:00am to 5:00pm (Flexible Schedule). This position is located within our Office of Health Information Systems, headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 27th floor, Columbus, Ohio 43215.

Unless required by any applicable union contract and/or requirements of the Ohio Revised Code, the selected candidate will begin at Step 1 of the pay range schedule listed above, with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter.

Additional Salary / Appointment Information:

This is an unclassified position, and as such, serves at the pleasure of the Director of DBH.

4 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal); 12 mos. exp. in budgeting & calculating cost projections of program/projects.

• Or successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned; 12 mos. exp. in budgeting & calculating cost projections of program/projects; 12 mos. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation).
• Or 12 mos. exp. as Project Manager 1, 63381 or IT Project Manager 1, 63384.
• Or equivalent of Minimum Class Qualifications for Employment noted above.

Unusual Working Conditions

Extensive travel which may include overnight stay; must provide own transportation if state vehicle is unavailable; overtime may be required including weekends &/or holidays.
