Help

  • Directs system upgrades, LIS migrations, and new technology implementations (e.g., Digital Pathology) across the enterprise.
  • Configures and sustain Clinical and Anatomic Pathology Laboratory modules across the EHR environment.
  • Oversees the structure and maintenance of 4,000+ PathNet test files, middleware, and third-party IT interfaces.
  • Establishes and maintain enterprise baseline configurations and data normalization to ensure system-wide interoperability.
  • Aligns IT upgrade and change review processes with federal regulations and the DHA FY 2025-2030 Strategic Plan.
  • Serves as the senior technical authority for troubleshooting complex, non-routine IT issues and system defects.
  • Investigates system failures, assign user-impact severity, and evaluate the technical feasibility of change requests.
  • Provides authoritative escalation to commercial partners (e.g., Oracle Health) to ensure bug fixes and patches are effectively implemented.
  • Troubleshoots complex data flow, HL7 messaging, and data mapping issues between the LIS, EHR, and external instruments.
  • Monitors enterprise system health, plan capacity upgrades, and implement solutions to maximize uptime and efficiency.
  • Provides authoritative guidance to the DHA PathNet Solutions Owner and senior Health Informatics leadership.
  • Validates that system configurations strictly adhere to DoD/DHA IT security policies, HIPAA, CLIA, and CAP standards.
  • Administers role-based access controls (RBAC) to protect PHI and maintain validation records for regulatory audits.
  • Generates custom reports and data extracts to support clinical operations, quality assurance, and administrative research.
  • Serves as the primary technical liaison, translating complex clinical laboratory requirements into actionable IT deliverables.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
  • The position requires the incumbent to obtain and maintain the proper certification for the Cybersecurity position as required in DoD 8570.1-M to include DHA-HI-approved PathNet Training within 6 months of employment.
  • Incumbent must be able to obtain and maintain controlled, system-level (privileged) access to MHS GENESIS and local area network (System Administration).

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes administering enterprise Electronic Health Record (EHR) and Laboratory Information Systems (such as MHS GENESIS) to optimize clinical workflows; resolving complex LIS-to-EHR integration, data mapping, and HL7 interoperability issues; performing root-cause defect analysis and enforcing baseline configurations to ensure regulatory compliance (e.g., CLIA, CAP, HIPAA); and managing database tables, test files, and data extracts to maintain data integrity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
