Job Title: IT Project Manager / Lead Business Analyst

Project Overview

"Navitas Partners, LLC" is seeking a highly motivated IT Project Manager / Lead Business Analyst (IT PM/BA) to support large-scale initiatives within a public-sector healthcare IT environment. The role supports applications related to case management, investigations, quality management, operations, and legal business functions for individuals with intellectual and developmental disabilities.

This position is part of a healthcare-focused IT organization supporting enterprise systems that enhance service delivery and operational efficiency across multiple business units.


Key Responsibilities

  • Develop, maintain, and manage comprehensive project plans throughout the project lifecycle
  • Identify risks, issues, and dependencies; develop mitigation strategies and escalation paths
  • Facilitate stakeholder meetings to define scope, objectives, timelines, and deliverables
  • Gather, document, and validate business and functional requirements
  • Prepare system design proposals, specifications, and supporting documentation for complex systems
  • Lead design and prototyping sessions for new systems and enhancements
  • Create and maintain project artifacts including charters, schedules, backlogs, user stories, and status reports
  • Support business process redesign and improvement initiatives
  • Coordinate vendor selection activities, documentation, and evaluation processes
  • Manage vendor communications, deliverables, LOEs, and ongoing enhancement requests
  • Track project progress and ensure alignment with scope, schedule, and budget expectations
  • Facilitate issue resolution and escalate risks appropriately when required
  • Ensure clear communication between technical and non-technical stakeholders

Required Qualifications

  • Minimum 5+ years of experience in IT project environments
  • Proven experience in developing and executing project plans and schedules
  • Strong background in requirements gathering and business analysis
  • Solid understanding of PMI project management principles
  • Knowledge of Agile methodology and SDLC
  • Strong written and verbal communication skills
  • Ability to work independently and collaboratively in a matrixed organization
  • Excellent organizational skills and attention to detail
  • Experience using MS Office tools (Word, Excel, PowerPoint, Project)
  • Ability to manage competing priorities in a fast-paced environment
  • Experience handling escalations and conflict resolution
  • High level of professionalism and confidentiality

Preferred Qualifications

  • Experience in government or healthcare IT environments (preferred but not required)
