In this role, you will serve as the primary point of contact coordinating tasks, deliverables, and technical personnel across multiple subject matter areas--including cloud engineering, network architecture, and cybersecurity. This position will be remote, however may be required to work on-site at CBO facilities without reimbursement for related travel or expenses.
Key Responsibilities
Project Leadership: Act as the central point of contact to report out to agency leadership and convey technical requirements back to contract personnel.
Planning & Execution: Translate business requirements into technical execution plans, manage schedules, and establish sustainable project milestones.
Resource & Budget Management: Allocate tasks efficiently across technical teams and proactively forecast labor burn rates.
Risk & Compliance: Identify technical or operational risks and implement robust mitigation strategies. Ensure all deliverables comply with federal standards (e.g., NIST SP 800-53 Rev 5, FISMA).
Documentation: Review and oversee the development of policies, procedures, work instructions, and technical documentation to ensure clarity and compliance.
Minimum Qualifications & Experience
Citizenship: U.S. Citizenship or Permanent Resident Status is strictly required.
Experience: A minimum of 5 years of dedicated program/project management experience executing and overseeing federal IT programs.
Technical Literacy: A strong working understanding of Information Technology (IT) infrastructure and cybersecurity capabilities.
Tools & Methodologies: Proven proficiency with professional project management tools, budget tracking, and schedule development.
Communication: Exceptional verbal and written communication skills, with a proven ability to deliver status updates on multiple concurrent activities to senior-level executives.
Preferred Education & Certifications
Education: Bachelor's degree in an IT-related field or a matching technical discipline.
Certifications: Project Management Professional (PMP) certification is highly preferred (or a minimum of 10 years of equivalent high-level IT project experience).
Important Notice:
This role is part of a proposal for Congressional Budget Office (CBO). Hiring is contingent upon the selection of the consultant. Selected candidates will be included in the proposal and must authorize the use of their resume for submission.
