E-Logic is seeking a highly skilled IT Software Developer III to support the Internal Revenue Services (IRS) Audit Information Management System (AIMS) Digitalization program. This role focuses on development, modernization, enhancement, and maintenance of mission-critical IRS applications in a UNISYS mainframe environment supporting Taxpayer Digital Communications initiatives. The ideal candidate will possess strong expertise in COBOL development, systems integration, testing, maintenance, and production support within enterprise government systems.
Key Responsibilities
Design, develop, modify, test, and maintain AIMS COBOL applications and supporting components.
Perform programming and coding changes for modernization, maintenance, and legislative updates.
Gather and analyze business and technical requirements from IRS stakeholders and business units.
Develop Functional Specification Plans (FSPs), technical documentation, and testing artifacts.
Execute code reviews, debugging, troubleshooting, and defect resolution activities.
Support database updates, batch processing changes, and system integration tasks.
Develop and execute Unit, ISAT, Regression, FIT, SAT, ESAT, and DSIT test plans.
Support release preparation activities and deployment coordination using CMPlus.
Participate in production support, incident management, and root cause analysis efforts.
Support Operations & Maintenance (O&M) tasks and ongoing system enhancements.
Collaborate with integrated project teams, architects, analysts, and IRS technical staff.
Participate in knowledge transfer and assisted development activities with IRS personnel.
Required Qualifications
Bachelor's degree in Computer Science, Software Engineering, Information Systems, or related field.
5+ years of software development experience in enterprise environments.
Strong hands-on experience with:
UNISYS COBOL
Executive Control Language (ECL)
Mainframe development environments
Batch processing systems
Experience with:
CMPlus
IPF
DMS
FILECRACKER
DOCIT
Knowledge of software development lifecycle (SDLC) and Agile methodologies.
Experience creating technical documentation and test plans.
Strong troubleshooting, analytical, and debugging skills.
Ability to work independently and collaboratively within government project teams.
