Duties and Responsibilities (*Denotes essential functions)

1.*Responsible for planning, directing, reviewing, advising, coordinating the analysis, evaluation, integration, and installation of the current technologies available as well as future solutions. Current technologies include: Ethernet,Apple networks,Windows networks,UNIX networks, web servers, Cabling (copper and fiber optics), Routers, LAN/WAN, VPN, Firewalls, PC/UNIX/Macintosh hardware/software, P2P protocol remote connections, NFS.

2.*Oversees and directs troubleshooting any type of networking problems encountered.

3.*Responsible for the supervision and management of subordinate technical personnel, including the assignment and coordination of projects.

4.*Actively maintains the Information Technology requirements of SOEST which include establishing priorities, goals and objectives to meet current and future needs, as well as overseeing the supervision and direction of the SOEST Research Computer Facility.

5.Participates in the formulation and implementation of facility and SOEST-wide policies and procedures in regard to computing requirements. Oversees, directs and develops applications programming as required.

6.*Responsible for directing the development, research, design, installation, maintenance, and troubleshooting of networks and their components to keep the SOEST network running at an optimal level.

7.*Develops network topology for many different Local Area Networks (LANs), researching solutions to free up and enhance bandwidth of the network, and designing solutions to keep the network running at an optimal level.

8.*Responsible for designing and implementing a network outage backup/recovery solution.

9.*Oversees and directs the installation, maintenance, and troubleshooting of the network components/computers/peripherals at all times due to the system wide nature of the SOEST network and its impact on 1000+ faculty, staff, and students.

10.*Responsible for reviewing and analyzing the system wide impact of computers on the network. Evaluates current configuration and determines necessary changes to produce optimal operation. Configure routers to avoid bottlenecks in network topology.

11.*Responsible for the security of the SOEST network. This includes the constant analysis/detection of possible Smurf or Denial Of Service attacks and other network disrupting devices including viruses and worms.

12.*Responsible for overseeing and/or participating in the maintenance of Windows server installations and ensuring they are up to date.This includes management of a system wide distributed Windows network and administering users and resources on these servers

13.*Oversees and participates in the development, installation, and maintenance of network cables of all types for various types of machines, peripherals and network equipment.

14.Maintenance includes ensuring the labeling of cables and proper routing for easy to read installations. Maintenance also includes the testing and troubleshooting of cables currently in use.

15.*Create programs in various languages including C, C++, Python, HTML, CGI and Java to manage/maintain/test/troubleshoot the network equipment (routers, hubs, servers, wiring, peripherals and network interface adapters).

16.*Responsible for directing and overseeing the troubleshooting any and all types of hardware and software problems with PCs, Macintoshs, and UNIX workstations.

17.May require actually going into the machine, diagnosing the problems and determining the best/most efficient solution to fix the problem.

18.*Oversees the maintenance of documentation and explanation of system configurations.

19.*Responsible for ensuring that a local storage area of frequently used programs, drivers, and fixes/patches is available. This also includes the management of several general usage computer labs.

20.*Directs and participates in the evaluation/selection/procurement of various hardware and software.

21.*Provides consulting services to faculty, staff and graduate students on hardware/software configuration. Evaluates the need of each individual user and determines which products to buy for their specific computing needs. This includes solutions for computers, printers, printer sharing, peripherals and other various hardware and software.

22.Advises PC users and Macintosh users of updates and critical information as they become available. This includes possible security issues and virus prevention.

23.*Responsible for directing, reviewing, analyzing and advising on the creation and maintenance of the World Wide Web (WWW) server. This includes overseeing and/or participating in editing HTML documents and Java programs to work on every platform.

24.*Optimizes web sites to load as fast as possible and the management and maintenance of an Intranet server used for system wide distribution of information and communication.

25.Defines and assigns projects to subordinates which include supervision of their work.

26.*Design and advise on High Performance Computing(HPC) from power and space requirements to integration and operation.

27.*Design/Install/Manage environmental monitoring equipment for multiple data centers.

28.*Evaluates the need of each individual user and determines which products to buy for their specific computing needs.

29.Follows and implements directives and guidance related to best practices from University of Hawaii System Information Technology Services.

30.Ensures the consistent adoption, implementation, and enforcement of recommendations issued through University of Hawaii System Information Technology Services.

31.Keeps abreast of recommendations issued through University of Hawaii System Information Technology Services and takes timely action as needed.

32.*Continuously monitor and lead initiatives to enhance system reliability, security, and operational efficiency. Supervise and mentor IT staff to ensure that administrative directives and industry best practices are understood and followed.

33.*Serves as a geospatial website programmer; designs, develops, deploys, refines, and maintains a public-facing web-based Hawaii Sea Level Rise Viewer (SLRV)

34.*Integrates disparate and complex sea level, flooding, erosion, wave, rainfall, infrastructure, economic and other data layers and model output to support the SLRV in compliance with PacIOOS and IOOS mandated data management procedures.

35.*Closely collaborates with PacIOOS data management team to ensure seamless and reliable public access to data and data products.

36.*Create new dashboards and maintain data in SOEST website.

37.Other duties as assigned

Minimum Qualifications

1.Possession of a pertinent baccalaureate degree in computer science or related field and 5 years of progressively responsible professional information technology experience with responsibilities for System Administration, Networking, and/or Programming, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawaii broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

2.Considerable working knowledge of computers, networks and integration of both as well as knowledge of any integration methods as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodology.

3.Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with PCs, Macs, Unix/linux systems and all other technologies including networking and integration.

4.Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluate, integrate, and implement practical and thorough solutions in an effective and timely manner.

5.Proven ability to comprehend, interpret and implement administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices.

6.Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.

7.Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

8.If applicable, or supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

9.Extensive knowledge of electronic data processing coding practices necessary for programming instructions for an electronic computer and peripheral equipment.

10.Extensive knowledge of block diagramming, flow charting and procedural report generation and presentation.

11.Thorough knowledge of at least three programming languages such as C, C++, Python, HTML, CGI, Java.

12.Thorough knowledge of the terminology, accepted practices, and procedures of the programs or systems analyzed.

13.Ability to prepare clear, detailed programs of instructions for efficient machine utilization.

14.Extensive knowledge of PC operating systems including administration and remote administration. Operating systems include MS Windows 2000/XP/Vista/7/8.x/10/11, MS Windows server, Linux (RedHat distributions).

15.Ability to program in multiple scripting languages (such as bash/csh, PowerShell, php, python, perl) to manage various aspects of a data center as well as high performance computing (hpc) clusters.

16.Strong understanding of IT service management, cybersecurity principles, risk management, and compliance requirements. Demonstrated experience implementing and maintaining IT best practices, standards, and governance.

Desirable Qualifications

1.Extensive experience communicating with companies and vendors via phone to solve problems, research solutions, solicit quotations and information for computer products.

2.Extensive knowledge of APC Symmetra UPS 100K versions. Knowledge of the battery systems, wiring of the device, EPO switch operation, standard plug type distribution, environmental monitoring, switch to bypass operation.

3.Extensive knowledge of environmental/surveillance monitoring systems. Including configuration of alerts, set points and warning thresholds.

4.Basic knowledge of cooling technologies and implementation in a data center.

5.Extensive knowledge of PC hardware and software environments including different bus architecture, video subsystems, memory architecture and commonly used software environments (i.e. Microsoft Office, LibreOffice).

6.Extensive knowledge of Apple Macintosh hardware and software environments including different bus architectures, memory architecture and commonly used software programs (i.e. MacOS X, Microsoft Office)

7.UNIX system administration skills and experience.

8.Extensive knowledge of Microsoft Windows Active Directory

9.Extensive knowledge of Ethernet, LocalTalk, and RS 232 wiring including the following standards: 10Base T, 100Base-TX, Gigabit, 10GigE, 40GigE, 100GigE and Infiniband(SDR/DDR/QDR/FDR/EDR)

10.Considerable knowledge of Ethernet routers implementing TCP/IP, Spanning Tree, OSPF and RIP protocols over any of the following transport media: 10/100/1000/10000 Mbps RJ45, ST/SC/LC fiber optic connectors.

11.Extensive knowledge of TCP/IP based Local Area Networks (LAN) including topology planning, installing and linking of multiple networks. To include some knowledge of Wide Area Networks (WAN).

12.Extensive knowledge of the World Wide Web (WWW) and all of its components including WWW servers on Macintosh, PC and UNIX platforms and also WWW clients on all platforms. To include knowledge of HTML v5, PHP, Java, CGI scripts, and WWW forms.

13.Extensive knowledge of PC networking protocols including TCP/IP, DNS, SNMP, NFS, POP2/3, SMTP, IMAP3/4, NetBIOS.

14.Extensive knowledge of PC operating systems including administration and remote administration. Operating systems include DOS, MS Windows 95/98.

15.Extensive knowledge of data center operation and implementation. This includes space management, cooling, power for a data center.

16.Extensive knowledge of security measure in networks including firewalls, VPNs, authentication.
