Job Summary
The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation''s capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices. The IT Specialist will be instrumental in advancing DOEE's transition toward SaaS solutions to better serve the evolving needs of internal and external stakeholders. Adequate staffing within the IT support division is critical for maintaining and enhancing existing Quickbase services while expanding application integrations with enterprise cloud platforms such as Microsoft, Oracle, and AWS. This position will also collaborate with teams to resolve technical issues, engage in all stages of project development from requirements gathering through full life‑cycle implementation and mentor junior staff to ensure architecture, design, and development practices align with industry standards. Given the increasing demand for Quickbase solutions and the limited capacity of the current development team, adding an IT Specialist is both timely and essential. This role directly supports DOEE's mission by ensuring staff have the digital tools and data systems needed to deliver services effectively, transparently, and efficiently.
Duties and Responsibilities
The work involves serving as an application software technical expert. Administer agency-wide network applications. Develop, test, and implement new software programs. Clearly and regularly communicate with management and technical support colleagues. Design and update the software database. This includes but is not limited to: Software applications, websites, data communication processes and user interfaces. Test, maintain and recommend software improvements to ensure strong functionality and optimization. Independently install, customize, and integrate commercial software packages. Facilitate root cause analysis of system issues. Work with experienced team members to conduct root cause analysis of issues and review new and existing code as well as performing unit testing. Administer agency-wide network applications. Provide technical support and assist with end-user problems. Assist with implementation and daily operations of major computer hardware, software, and networks, including technical support services. Troubleshoot all computer-related problems and provide the necessary technical corrective action. Work with graphic artists, data specialists, and any number of software experts to create applications.

Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression. Mastery of knowledge of data methods, applications, equipment, and languages as well as storage structure and retrieval techniques. Mastery knowledge of web programming language and understanding of web design. Excellent communication skills in order to speak and write clearly and effectively.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
