Help

  • Plans, organizes, and conducts Technical Assessments and Certifications, ensuring that Missile Defense, TES, SEWS, ITWAA, and NC3 Certification complies with legal and regulatory requirements, and meets customer needs.
  • Serves as ITWAA TES, SEW, and Missile Defense technical expert in Systems Certification (Technical Integrity) and testing.
  • Provides guidance to the test and evaluation community, and the program community for the completion of engineering, development, and sustainment activities in support of verification of system integrity and certification during acquisition, sustainment, modernization, and operational phases.
  • Represents the NC3 Enterprise Center in a variety of command and functional area activities. Establishes, develops, and maintains effective working relationships with counterparts and senior management officials at NEC HQ, USSTRATCOM, USAF HQ, Joint Functional Component Commands, other Combatant Commands (COCOMs), North American Aerospace Defense Command, United States Space Force Space Operations Command, Air Force Operational Test and Evaluation Command, Missile Defense Agency (MDA), Office Secretary of Defense (OSD), Joint Staff (JCS), Department of Defense (DoD), other agencies, academia, or with the contractor.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A).

This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Supervision and Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectees salary will be set within the grade equivalent to a GS/GG grade based on the selectees qualifications in relation to the job.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Mastery of and skill in applying IT principles and concepts, including knowledge of IT system security principles, IT systems analysis and cyberspace concepts, practices and tools, necessary to perform technical performance evaluations and certify Missile Defense and ITWAA system across the Department of Defense. maintain control of classified material. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of and skill in applying advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as developing and interpreting policies, procedures, and strategies governing the planning and delivery of services; apply new developments to previously unsolvable problems; and make decisions or recommendations.

  2. Expert knowledge of systems security certification and accreditation requirements and processes sufficient to certify systems or accredit network enclaves, ensure coordination and/or collaboration on security activities and integrate information systems security with other security disciplines.

  3. Knowledge of Missile Defense, Nuclear Command, Control and Communications (NC3) systems, particularly the warning, surveillance, communications and C2 systems that comprise the Integrated Tactical Warning and Attack Assessment System, Theater Event System, Ballistic Missile Defense System, Space Control and Surveillance, and the Nuclear Command and Control System.

  4. Knowledge of project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting accomplishments to manage projects.

  5. Expert knowledge of Joint Staff, OSD, and other agency policies and regulations affecting NC3, Missile Defense, and Integrated Tactical Warning and Attack Assessment mission systems to advise other IT specialists, engineers, but also to other Commands leadership team.

  6. Ability to establish and maintain effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
