The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the States investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
This is a highly technical, advanced level IT supervisory position in the Office of Technology Services (OTS) Application and Data Management (AppDM) LDH and is responsible for the maintenance and testing of the Louisiana Medicaid Eligibility Determination System (LaMEDS) application as well as the development of new processes as defined by executive management. The incumbent leads the development and testing teams for the Louisiana Medicaid Eligibility Determination System (LaMEDS) utilizing SQL, SQL Server Management Studio (SSMS), SQL Server Integration Services (SSIS), SoapUI, JIRA, SharePoint, and GIT.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:
Minimum Qualifications
Five years of experience in information technology; OR
Six years of full-time work experience in any field plus three years of experience in information technology; OR
An associates degree in information technology plus three years of experience in information technology; OR
A bachelor's degree plus three years of experience in information technology; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology; OR
A master's degree plus two years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
Serves as the supervisor of the LaMEDS development and testing teams, working closely with LDH testers and contractor development teams. Supervises subordinate staff in the execution of test strategies, mitigation plans, and work assignments. May function in the capacity of higher Information Technology management, as directed in their absence. Assists in the development of long- and short-range plans for staff organization, budget, training, and equipment needs for assigned projects. Assists subordinate staff with LaMEDS testing and problem resolution as needed to assure compliance with accepted methodology. Coordinates the activities of the project teams in creating and modifying interrelated, highly complex application systems.
Frequently collaborates with contractor development teams, User Acceptance Testing (UAT) teams, OTS verticals, and other business units to determine the direction of the LaMEDS system and establish testing priorities. Analyzes user requests, defects, and change requests to identify required system enhancements, assesses the impact on existing functionality, and provides estimates to ensure timely completion of testing activities.
Monitors and evaluates subordinate staff performance; provides guidance, direction, and support to ensure compliance with agency policies, procedures, and performance standards.
Coordinates and facilitates onboarding and training activities for subordinate staff; develops, updates, and maintains training materials and documentation.
Completes annual Planning and Evaluation forms, performance assessments, and all related personnel documentation in accordance with established deadlines and agency requirements.
Reviews and approves subordinate leave and compensatory time requests to ensure adequate staffing coverage and operational efficiency.
Performs all other tasks, special projects, analysis, studies, and plans as directed.

Appointment Type: This vacancy will be filled by a new hire or by promotion of a current permanent status classified employee.
