The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the States investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
This position is in the Geographic Information Systems (GIS) Cluster of the Applications and Data Management (AppDM) section of OTS. Responsibilities include providing products and services to the Louisiana Department of Environmental Quality (DEQ) and at times other in-scope agencies.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:
Minimum Qualifications
Five years of experience in information technology; OR
Six years of full-time work experience in any field plus three years of experience in information technology; OR
An associates degree in information technology plus three years of experience in information technology; OR
A bachelor's degree plus three years of experience in information technology; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology; OR
A master's degree plus two years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
Serves as the primary technical consultant/expert for database administration and support tasks for DEQ and at times other state agencies. This includes the installation, maintenance, and modification of databases for highly complex database environments critical to state business processes. Ensures database best practices are applied; applies database software updates; and is responsible for data integrity. Functions as project management lead for major initiatives and upgrades working in collaboration with agency and OTS personnel.
Provides problem analysis and specialized technical expertise to end-users, administrators, technical support personnel and management consultants. Mentors lower-level team members. Facilitates knowledge transfer and training.
Identifies and analyzes current and future needs and requirements for database, GIS, application development and other highly complex products that are supported by OTS Database Support staff. Reviews software products and interfaces with vendors as needed. Monitors and updates procedures, documentation, and change management logs in accordance with OTS guidelines.
Advises and consults with management at DEQ and at time other in-scope agencies on acquisitions, capacity planning, problem diagnosis, technology advancements and trends. Studies and reviews complex technical documents, literature and trade publications in the field of geographic Information technology and data management. Reports results to supervisors.
Performs all other tasks, special projects, analysis, studies, and plans as directed.

Appointment Type: This vacancy will be filled by a new hire or by promotion of a current permanent status classified employee.
Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as an IT Statewide Applications Senior Developer 1, 2, or 3.
Location: This is a full-time, on-site position located in the Greater Baton Rouge area.
