Amentum is seeking a dynamic J56 Multilateral Operations Planner to provide research planning and analysis support to the U.S. Indo-Pacific Command (USINDOPACOM) at Camp H.M. Smith, Hawaii.

Duties and Responsibilities:

Act as a J56 Action Officer providing necessary administrative, logistical, and technical support to the division with a focus on supporting the Multilateral program and branch. Provide analysis and inputs that directly shape CONPLANs.

Multilateral Policy Development:

Support the regular execution of J56-owned Battle Rhythm events, providing the expertise necessary to understand and shape content with the ownership necessary to ensure successful execution. Conduct research both unclassified and classified on various topics supporting ongoing and emerging operational concepts, plans, and policies, distilling that research into actionable recommendations for OPLANs and CONPLANs as required.

Participate in senior-level strategic and multi-lateral planning and briefings, including preparing formal papers and background information for USINDOPACOM senior leader decision-making. Provide timeline responses to specific questions pertaining to policy and operational plans, analyze subject plans and concepts for areas of concern, research, and analyze various pertinent national security policies, military strategies, vulnerability assessments, threat, and intelligence assessments, and inform planning efforts and new concept development.

Review, assess, compile, and coordinate documentation for planning developments and requirements at the Geographical Combatant Command level, preparing USINDOPACOM FOGO leadership for briefing requirements to the Chairman of Joint Staff (CJCS) and the Office of the Secretary of War (OSW).

Assist with theater-level assessments to inform OPLANs, CONPLANs, and GCPs.

Enable successful planning and execution of J56 Events, Courses, and Conferences focusing on Multilateral events, programs, engagements, and Conferences.

Minimum Requirements:

  • Degree from an accredited college or university or Graduation from a military command and staff college
  • Field-grade Action Officer experience supporting a Combatant Command-level Staff
  • At least 10 years of experience supporting the Department of Defense (DoD)
  • At least 3 years of experience in military operations
  • At least 3 years of experience working in military plans
  • At least 3 years of experience in USINDOPACOM AOR
  • Familiarity with USINDOPACOM policy and strategy, USINDOPACOM TCPTCO, GCPs, CT EXORD, OPLANs, CONPLANs, and Theater Security Cooperation Plans, including linkages to parallel national interests
  • Excellent communication skills, including demonstrated capacity to deliver briefings and written products to flag and general officers, FOGO- and Senior Executive Service (SES)-level officials
  • Experience in operational and/or strategic levels of DoD planning and/or execution
  • Knowledge of the planning continuum, including the Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA)
  • Thorough understanding of the Military Decision-Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation, and approval
  • In-depth knowledge of U.S. national plans and policy, including the National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP)
  • Proficient in Microsoft Office applications, including Word, Excel, PowerPoint
  • Must have an active Top-Secret clearance with SCI eligibility. Note: US Citizenship is required to obtain a Top-Secret Clearance.

Preferred Qualifications:

  • 7 or more years of experience in military plans, campaigns, and assessments
  • Masters Degree in a related field
  • Graduate of the School of Advanced Military Studies (SAMS), School of Advanced Warfighting (SAW), School of Advanced Air and Space Studies (SAASS), or Maritime Advanced Warfighting School (MAWS)
  • Basic Strategic Art Program (BSAP) or Advanced Strategic Art Program (ASAP)

Specialized Knowledge and Skills:

  • Knowledge of the planning continuum, including the Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA)
  • Theater knowledge and advanced joint planning skills to shape and deliver the desired plans
  • In-depth knowledge of U.S. national plans and policy, including the National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP)
  • Thorough understanding of the Military Decision-Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation, and approval
  • Communicate effectively verbally and in writing to provide information, articles, written reports, and presentations, including delivering executive summaries to flag and general officers, FOGO, and Senior Executive Service (SES)-level officials

Compensation & Benefits:

HIRING SALARY RANGE: $145-165k Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.
