JOB 26-20 - ASSISTANT UTILITY BILLING MANAGER

POSITION TITLE: Assistant Utility Billing Manager

PAY GRADE: 435
SALARY: $48,283.00
GENERAL DESCRIPTION OF THE WORK OF THE POSITION:
This is a highly responsible professional administrative and accounting position in the Utility Department Customer Service Center involving office management and administrative duties. Work involves assisting utility management with daily financial operations. Ability to effectively manage large quantities of hard copy and electronic records, ensuring that these are accurately stored, organized, updated and easily located. Recommends programs, procedures for an efficient operation; responsible for daily assignments with decision making and satisfactory completion of said assignments; operates withing the guidelines and policies set forth in City Code and Ordinances as well as Public Service Commission Rules and Regulations; Exercises independent judgment with limited review of the Utility Controller within established policies and procedures, in the performance of assigned and independent duties. Any other duties required and cross training duties.
The position shall serve as the assistant office manager of the Customer Service Center. Responsible for assisting utility financial management with all functions of the department including preparation of billings, reviewing customer requests for service; setting up new accounts, processing transfer accounts and terminated accounts; responding to customer inquiries; maintaining files of customer correspondence and records; and purchasing department supplies. Prepares board meeting agendas and packets. Maintains a working relationship with several other City Departments. Assists in maintaining all necessary and required journals and ledgers. Manages special projects for the department as required. Provides clerical assistance to the Utility Controller. Compiles reports and correspondence as required. Works independently with limited supervision. Other duties as assigned.
The incumbent of this position works directly under the supervision of the Utility Controller, Secretary/Treasurer- Utility Billing Manager, Utility Manager or designee.

The employee must have extensive knowledge of the function, procedures, and regulations relating to Municipal service fees and utilities regulated by the West Virginia Public Service Commission and possess the ability to make responsible decisions in accordance with established policies and procedures. The employee should have advanced computer skills with knowledge of Microsoft Office. General knowledge of the water distribution systems, sewer treatment system as well as the collecting system and storm water system. Ability to learn and adapt quickly. Ability to exercise concise judgment. Ability to assist in the development of sound fiscal systems and procedures. Ability to establish and maintain effective working relationships with government officials, employees and the public.
Considerable experience with municipal billing and performing general office and clerical work of a progressively responsible nature including public contact. Proficiency in Microsoft Office products including Excel and Word. College degree in business administration, accounting, or finance preferred or an equivalent combination of experience and training to provide the above-mentioned required knowledge, skills, and abilities.

The noise level in the work environment is that of a typical office. While performing the duties of this job, the employee is regularly required to sit at a desk for prolonged periods of time; use hands and fingers to file, write, answer phone and for use of computer keyboard, copy machine and other miscellaneous office equipment. Employee must be able to reach with hands and arms; talk clearly, hear and be able to speak publicly. The employee is occasionally required to stand, stoop, climb stairs, walk on uneven surfaces, kneel, crouch or crawl. The employee must be able to lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Work is primarily conducted indoors; however, there may be occasions when the employee will also be working outdoors, being exposed to noise and various weather conditions.
