JOB 26-21 - PURCHASING COORDINATOR (Finance Dept.)

POSITION DESCRIPTION
POSITION TITLE: Purchasing Coordinator
DEPARTMENT: Purchasing (Finance)
PAY GRADE: 362 (Non-exempt)
SALARY: $45,652.00
GENERAL DESCRIPTION OF THE WORK OF THE POSITION:
This is a highly responsible administrative and technical position involving responsibility for coordinating the City's purchasing activities. Work involves serving as the official contracting and procurement coordinator for all departments of the City for the purchase of a wide range of materials, supplies, equipment and services. Work includes assisting with the drafting of commodity specifications and the review and implementation of purchasing procedures in compliance with the rules and regulations governing such activities. The employee in this class is expected to exercise considerable independence and initiative in accomplishing program objectives and efficiency of purchasing operations.
The incumbent of this position receives direction/supervision from the Finance Director.

Considerable knowledge of public administration, business methods, purchasing and marketing practices, good knowledge of the laws relating to public purchasing, knowledge of a wide variety of equipment and supplies including technical items used in public service division; a high degree of tact and diplomacy in dealing with vendors and department heads; initiative and resourcefulness; professional integrity; ability to establish and maintain effective work relationships with employees, consultants, the City Attorney, public officials, vendors and the general public; good office communication skills; proficient knowledge of Microsoft programs such as Word, Excel and Publisher; ability to speak publicly.
College degree in business or public administration preferred and/or purchasing experience, which provides the required knowledge, skills, and abilities. Must possess and maintain a valid WV Driver's License.

The noise level in the work environment is that of a typical office. While performing the duties of this job, the employee is regularly required to sit at a desk for prolonged periods of time; use hands and fingers to file, write, answer phone and for use of computer keyboard, copy machine and other miscellaneous office equipment. Employee must be able to reach with hands and arms, talk clearly, hear and be able to speak publicly. The employee is frequently required to walk or stand. The employee in this position will required to travel locally to various locations for training, to meet with departments about their procurement needs, conduct pre-bid and bid opening meetings, and assist with other matters related to the bidding/procurement process. The employee is occasionally required to stoop, kneel, crouch or crawl. The employee must be able to lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Work is primarily conducted indoors but there will be occasions when work will be performed outdoors, exposing the employee to all weather conditions including wet, hot and cold and will also be exposed to dust, air contaminants and noise.
