Joint Use Billing Coordinator 

Position Overview

The Joint Use Billing Coordinator manages end-to-end pole attachment billing, pole count calculations, Joint Use Agreement (JUA) compliance, and dispute resolution across multiple operating entities and states, including Washington, Oregon, and Idaho. The position may range from experienced billing support to a senior billing workflow/project lead, depending on the candidate’s utility billing experience and technical expertise.

Key Responsibilities

•Pole Attachment & AP Billing: Calculate per-attachment billing based on pole height, attachment type, Joint Ownership (J/O) vs. Sole Ownership (S/O) status, and applicable state-specific rates. Track billing issued and payments received for each entity.

•Pole Count & System Tracking: Calculate and validate total pole counts using JU365 and historical dataset analysis. Update and generate MBRs for submission to SPB.

•JUA & Regulatory Compliance: Ensure billing schedules adhere to applicable JUA terms, including annual, mid-year, bi-annual, in-arrears, and futures billing, while maintaining compliance with governing requirements, including FCC, OPUC, WA UTC, and ID PUC.

•Rate Letters & Agreement Audits: Prepare and issue Joint Use Rate Letters in accordance with required notice periods, including 30-, 60-, 90-, 180-, and 360-day notice windows. Audit active JUAs to verify ongoing contract validity across entities.

•Dispute Resolution & Unauthorized Attachments: Investigate and resolve billing and pole count disputes. Identify, document, and track bootlegging/unauthorized entity attachments on J/O and S/O poles.

•Foreign Pole Billing: Track incoming billing for company attachments located on foreign-owned utility poles across all applicable regions.

Qualifications & Experience

•Base Requirements: 3+ years of financial, billing, or utility administrative experience. Advanced proficiency in Microsoft Excel, including data joins, formatting, tracking, and database auditing.

•Preferred Joint Use Experience: Direct experience with Joint Use utility pole administration, JU365 system management, utility commission requirements (WA UTC, OPUC, ID PUC, FCC), or fiber facility billing.

•Senior-Level Experience: Proven experience managing multi-state Joint Use billing programs, leading complex entity dispute negotiations, and supporting or driving cross-jurisdictional utility audits.
Note: Flexibility and a willingness to step outside of the defined role at times are essential in this position.
