Position SummaryThe Journeyman Business and Financial Operations Specialist will provide hands-on support for ICE OFM Customer Service Operations, including financial and business analysis, customer reporting, process documentation, data quality, operational coordination, and continuous improvement. The role is intended for professionals who can operate effectively across financial, analytical, and customer-service functions.Key ResponsibilitiesExecute recurring customer-service and financial-operations activities.Prepare, review, and validate financial, operational, and customer-facing reports.Perform business and financial data analysis and support cost-model activities.Support customer inquiries, requests, action items, and issue resolution.Maintain trackers, records, SOPs, business-process documentation, and program artifacts.Analyze business processes and workflows and recommend practical improvements.Support change-management and release-management activities.Develop business requirements, user guides, technical requirements, SOPs, and workflow documentation.Support SharePoint-based document/content management and collaboration activities.Prepare briefing materials, presentations, charts, tables, meeting materials, and executive summaries.Support workload surges, fiscal year-end activities, and special projects.Required QualificationsBachelor's degree in Accounting, Finance, Business Administration, Information Management, IT, Computer Science, Data Analytics, or a related field.Strong oral and written communication skills.Demonstrated experience with activity-based cost modeling and cost-model development.Demonstrated experience analyzing financial/shared-services cost data, including extraction, transformation, and reporting.Federal-sector experience in Change Management and Release Management.Technical proficiency with Microsoft Outlook, Project, PowerPoint, Word, Excel, and SharePoint.Technical writing experience developing user guides, requirements materials, SOPs, business processes, and workflows.Preferred QualificationsPrior DHS and/or ICE experience.Experience supporting Federal financial management or financial shared-services environments.Experience with activity-based costing, cost allocation, customer billing, or related financial analytics.Approximately 3-6 years of relevant experience in financial reporting, audit support, business analysis, or related Federal operations.Experience with SQL, Power BI/Tableau, financial data modeling, and QA validation.Program RequirementsMust be a U.S. citizen or Legal Permanent Resident.Must be able to successfully complete the DHS ICE background investigation required before performing work on the task order.Must be available to support the proposed CS-OPS program following contract award and onboarding.About the OpportunitySD Solutions is building a team to support U.S. Immigration and Customs Enforcement (ICE), Office of the Chief Financial Officer (OCFO), Office of Financial Management (OFM), Customer Service Operations.
