College degree in Social or Behavioral Sciences and/or coursework in Child Development, Criminal Justice, Education, Human Services, Social Work, Sociology or Psychology preferred.\n \nMinimum Experience: One year of experience working with juveniles OR any combination of education and experience which would provide the knowledge, skills, and abilities to perform the job.\n \nMinimum Certifications: First Aid and CPR (within six months).\n \nOther Requirements: \n\n Valid Washington State Driver's License.\n Successful completion of the Juvenile Corrections Academy (within six months).\n \nPOSITION SUMMARY: \n \nThis position is responsible for the supervision and care of juvenile offenders and other court-involved youth in a confined, secure 24-hour detention facility.\n \nESSENTIAL FUNCTIONS:\n \nThe following duties are essential for this position. However, they are not to be construed as exclusive or all\u2013inclusive. To be successful in this position, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.\n\n Conducts intake screening process to determine retention or release of youth. Receives juveniles presented for detention and verifies authority to detain; evaluates physical/emotional status of juveniles by inquiry and observation techniques.\n Completes all necessary reports, records, and forms; searches youth, takes fingerprints, collects, records, and maintains inventory of personal articles, photographs and orients youth to the facility and programs. Distributes and files documents, notifying appropriate legal, social, and parental parties.\n Presents and explains youth's rights, facility rules and expectations, and consequences.\n Conducts searches, issues clothing and personal items; escorts juveniles to court appearances, transports to and from the facility; receives payment of bail.\n Facilitates group activities and discussions; reports on behavior of youth; works closely with a variety of key partners who have an interest in detained youth including probation staff, nursing staff, teachers, community agencies, judges, prosecutors, defense attorneys, law enforcement and others.\n Creates a firm, fair and consistent environment which models pro-social behaviors for juveniles and supports them in changing behaviors and patterns to achieve positive goals.\n Enforces detention center rules, completes incident reports; and is an active participant in the facility's behavioral management program. Intervenes in crisis situations. Manages behavior and diffuses disruptive behaviors through problem solving, crisis intervention, and/or counseling; participates in physical control of youth when the situation warrants it; participates in behavioral planning for special management population.\n Supervises detainees in all areas of the facility including housing units, school, recreation, program, and visitation room. Facilitates unit or group activities; monitors completion of youths' daily tasks, assists detainees with personal hygiene, medical or emotional concerns; administers emergency first aid; assists in detecting suspected drug and alcohol use; refers resident requests, concerns, and needs to the appropriate staff or resource.\n Supervises and participates in the cleaning of the detention facility, clothing, and bedding by assigning and directing the work of detainees and cleaning, stocking supplies, and organizing the facility.\n Operates control room video monitors, audio monitors, computers, touch probes and radios; responds to telephone inquiries by law enforcement officials, probation/parole counselors, other secure detention facilities attorneys, and parents.\n Supervises youth participating in restorative community service program (Work Crew). This is to include transportation of youth to designated locations, providing instruction, ensuring safety protocols are followed, enforcing rules, and completing required documentation.\n Resolves inquiries, complaints, problems, or emergencies affecting the availability or quality of services. \n Enters, scans, updates, and maintains information in spreadsheets, databases, and reports.\n Maintains department-specific electronic and paper filing and record systems and documents to provide easy access to records and information; provides retention of records as required.\n Performs other duties as assigned.\n \nKNOWLEDGE, SKILLS AND ABILITIES:\n \nKnowledge of:\n\n Practices, principles, and procedures of juvenile justice systems, programs, and services.\n Causes of juvenile crime, rehabilitation procedures and techniques, and social welfare policy.\n Safety and security practices and procedures relating to a juvenile detention facility.\n Administrative policies and procedures of the County.\n The County's and Department's operating requirements, policies, procedures, and practices; and local, state, and federal regulations related to department programs and operations.\n Current office practices and procedures.\n Operation of standard office equipment and software consistent with this position.\n \nSkill in:\n\n Organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.\n \nAbility to:\n\n Hold self in readiness at all times to effectively respond to abnormal jail conditions and situations.\n Perform duties and maintain personal conduct, attitude and appearance that conform to strict policies, procedures, and discipline.\n Analyze situations and adopt an effective course of action, particularly under psychologically and emotionally stressful conditions.\n Administer First Aid.\n Interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.\n Read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.\n Prepare and maintain accurate and concise records and reports.\n Apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.\n Communicate detailed and often sensitive information effectively and concisely, both orally and in writing.\n Maintain professionalism at all times.\n Maintain effective working relationships with individuals within and outside the organization.\n Maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provisions of the Public Records Act and other applicable State and Federal statutes and regulations.\n Work the allocated hours of the position, including overtime as required.\n \nPHYSICAL AND WORK ENVIRONMENT:\n \nThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential duties and responsibilities of this position.
