Knowledge Management Engineer - Journeyman

ECS is seeking a Knowledge Management Engineer - Journeyman to support the Army National Guard (ARNG) Enterprise Network Operations and Cybersecurity Support (ENOCS) program. The Army National Guard (ARNG) Enterprise Network Operations and Cybersecurity Support (ENOCS) program delivers comprehensive enterprise IT infrastructure, WAN, cybersecurity, and associated services to the ARNG and its mission partners. The program supports more than 120,000 users and 141,000 endpoints across approximately 2,800 sites spanning 54 states and territories, enabling Title 10 and Title 32 missions, domestic emergency response operations, mobilization readiness, and classified SIPRNet operations.

Please Note: This position is contingent upon contract award.

Task 4 — Enterprise Operations Support — provides 24/7/365 network monitoring, control, and management from the RCC-ARNG Network Operations Center (NOC) over classified and unclassified networks, delivering DoDIN services including data, voice, and video across the ARNG's distributed enterprise infrastructure.

Responsibilities

  • Develop and implement enterprise knowledge management solutions to enhance documentation control and operational transparency.
  • Design structured repositories and establish metadata standards to facilitate efficient knowledge sharing and audit readiness.
  • Automate workflows to streamline information governance and improve operational continuity.
  • Ensure alignment of knowledge assets with configuration and change management processes.
  • Collaborate with cross-functional teams to support enterprise operational continuity requirements.
  • Maintain comprehensive documentation for data systems and architecture, ensuring compliance with DoD standards.

Required Qualifications

  • Clearance: TS//SCI Eligible required
  • U.S. Citizenship required
  • DoD 8140.03 Compliance: DoD Cyber Workforce Framework (DCWF) Work Role 431-Knowledge Manager at the Intermediate proficiency level
  • Certifications (one or more required): Security+, SSCP
  • Education: Bachelors in [Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, Software Engineering]
  • Nearly five years of experience in data engineering and software development within government environments.
  • Expertise in designing data pipelines and ETL processes across classified and unclassified networks.
  • Proven ability to develop and maintain structured repositories and workflow automation.
  • Experience in supporting documentation systems for data architecture.
