Supervises Laboratory Analysts. Plans and coordinates laboratory work. Reviews in-house and contracted lab results. Requests price quotes and orders supply.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Supervises, directs, and evaluates assigned staff. Supervisory functions include: makes hiring and termination decisions; prioritizes assignments and directs work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management.
  • Maintains strict quality assurance/quality control programs, equipment calibration schedules, and standard operating procedures as required by TNI standards.
  • Serves as the Technical Manager for accreditation purposes. This includes, but not limited to the following: local, state, federal, and The American National Standards Institute (ANSI) TNI requirements.
  • Accurately records data and maintains routine documentation, including worksheet entries, sample documentation, chain-of-custody forms, and performs routine quality control checks for data generate.
  • In collaboration with the Quality Manager, prepare computer-generated/TCEQ reports.
  • Plans and coordinates laboratory work, including recording results and performing quality control. Coordinates with external laboratories to schedule special sampling as needed and communicates testing results to plan supervisors.
  • Maintains laboratory inventory supply ad ensures equipment is operating correctly.
  • Will be required to drive a City vehicle for City business use.
  • Performs other duties as assigned.

Minimum Qualifications

Required Education and Experience

  • Associates degree from an accredited* college or university in Environmental Science, Microbiology, Biology, Chemistry, or related fields.
  • At least three (3) years of experience in environmental, clinical, or water/wastewater laboratory analysis.
  • Council of Higher Education Accreditation (C.H.E.A)

Foreign Education:

  • Applicants who have completed education outside of the United States must submit a foreign credential evaluation completed by a professional credential evaluation agency that is a member of the National Association of Credential Evaluation Services (NACES)or the Association of International Credential Evaluators (AICE). The evaluation must verify the U.S. equivalency of the degree and identify the comparable U.S. degree level. Applicants are responsible for obtaining and submitting the required evaluation documentation.

Note: The City of Laredo is not responsible for any fees associated with obtaining a foreign credential evaluation or educational equivalency documentation.

Valid Licenses and Certifications

Required Licenses or Certifications

  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.

Desirable Licenses or Certifications

  • State of Texas TCEQ Plant Operation License is desirable.

The following Licenses and/or Certifications must be obtained after employment. Continued employment is contingent on successfully obtaining required certification(s) and/or license(s) within the specified period of time indicated from the time of hire.

  • Lab analyst certification from Texas Water Utilities Association must be obtained within one (1) year of employment.

As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.

Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.

Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
