Job Description

Plan, direct, and coordinate the daily operations of the Land Bank Authority. Responsible for acquiring, maintaining, marketing, and disposing of vacant, abandoned, tax-delinquent, and surplus properties to encourage redevelopment, neighborhood revitalization, affordable housing, and economic development. Works closely with city departments, county officials, developers, nonprofit organizations, neighborhood groups, and state and federal agencies to return properties to productive use. Provide highly responsible and complex administrative support to the City Administrator/Chief of Staff.

Requires a Bachelor's degree in Planning, Public Administration, Real Estate, Economic Development; or a closely related field. An equivalent combination of education, training, and/or experience may be substituted. Five (5) years of progressively responsible experience in real estate, redevelopment, planning, economic development, community development, property management, or local government. Must have a valid Kentucky drivers license and proficiency with Microsoft Office, GIS, property management software, and database systems.

Description of Duties

Coordinate Land Bank programs, policies, and procedures.

Implement strategic plans for neighborhood revitalization and property redevelopment.

Identify and evaluate properties for acquisition through tax foreclosure, donation, purchase, or intergovernmental transfer.

Maintain an inventory and database of all Land Bank properties.

Coordinate environmental assessments, title research, appraisals, surveys, demolition, rehabilitation, and property maintenance.

Prepare properties for sale, redevelopment, or transfer.

Market available properties and coordinate requests for proposals (RFPs) and property sales.

Negotiate purchase agreements, redevelopment agreements, and property transfers.

Monitor redevelopment projects to ensure compliance with contractual requirements.

Develop and administer annual operating and capital budgets.

Prepare grant applications and administer federal, state, and local grant programs.

Ensure compliance with Kentucky statutes, local ordinances, grant requirements, and Land Bank policies.

Coordinate with Planning, Building Inspection, Code Enforcement, Public Works, Finance, Legal, and Economic Development departments.

Prepare reports for the Land Bank Board, City Council, County Fiscal Court, and funding agencies.

Attend public meetings and represent the Land Bank at community events.

Coordinate policies related to property acquisition, maintenance, disposition, and redevelopment.

Maintain accurate financial, property, and project records.

Support the coordination of the city's vacant and blighted property program, including coordination between code enforcement, finance, legal, public works, and other city agencies.

Support the legal foreclosure process, the tracking of liens, policy creation, and other duties that will improve the revitalization efforts of the city's vacant and blighted properties.

Perform other duties as assigned.

Qualifications

Requires a Bachelor's degree in Planning, Public Administration, Real Estate, Economic Development; or a closely related field.

An equivalent combination of education, training, and/or experience may be substituted.

Five (5) years of progressively responsible experience in real estate, redevelopment, planning, economic development, community development, property management, or local government.

Valid Kentucky drivers license.

Proficiency with Microsoft Office, GIS, property management software, and database systems.

Supplemental Information

Experience administering grants such as CDBG, HOME, ARPA, EPA Brownfields, or other state and federal funding programs.

Knowledge of Kentucky property tax foreclosure and surplus property processes.

Experience with redevelopment finance, affordable housing, and neighborhood revitalization.

Professional certifications related to planning, redevelopment, project management, or real estate are desirable.

Knowledge of land banking principles and redevelopment practices.

Knowledge of Kentucky local government operations.

Knowledge of budgeting, procurement, contracts, and grant administration.

Ability to analyze real estate and redevelopment opportunities.

Ability to prepare reports, budgets, and presentations.

Strong negotiation and project management skills.

Excellent written and verbal communication skills.

Ability to establish productive relationships with elected officials, developers, community organizations, and the public.

Work is performed in both office and field environments.

Frequent travel within the jurisdiction is required for property inspections and meetings.

This position requires an equal amount of time spent standing, walking and sitting.

Lifting, pushing/pulling, or carrying objects weighing up to twenty (20) pounds is sometimes required. Use of hands, arms, and fingers required.

Audio, visual and verbal functions are essential to the performance of this position.

The majority of workday is spent in a controlled indoor environment.
