Job Description:
GENERAL PURPOSE: Under general supervision, directs and controls landfill traffic; separates and screens waste; interacts and assists customers and the general public in waste disposal; performs general upkeep of landfill and operations; picks up metal and any other sharp objects to reduce exposure to customer flat tires; tarps and adjusts waste in bins; performs litter control and any other general labor consistent with operating a waste disposal facility; performs customer intake at assigned convenience transfer station; determines and collects disposal fees; performs basic bookkeeping functions and other related duties as assigned.
MINIMUM QUALIFICATIONS:
Education and Experience:
- High School Diploma/GED Certification from an accredited institution and six (6) months of customer service work experience.
Required Licenses or Certifications:
- Valid New Mexico driver’s license or ability to obtain a valid New Mexico driver’s license within 30 days of hire.
Additional Requirements:
- Ability to maintain a valid New Mexico driver’s license
This is a safety- sensitive position subject to random drug testing in accordance with County policy Article XIII Drug and Alcohol Policy and Testing-Drug Free Workplace of the Sandoval County Personnel Rules and Regulation.
SUPERVISION RECEIVED AND EXERCISED:
Position reports to the Solid Waste Supervisor and does not exercise supervision over lower level staff.
ESSENTIAL JOB FUNCTIONS:The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. In area of assignment:
- Safely directs traffic at appropriate landfill disposal site; assists, instructs and interacts with customers; performs waste screening for hazardous or unacceptable waste; separates and conducts general upkeep and maintenance of work station.
- Opens and operates stations as needed/assigned; performs customer intake; determines waste disposal fees; collects and deposits cash daily; writes receipts and performs basic bookkeeping and accounting procedures; transfers and transports money and other accounting items; interacts with customers and answers general questions in relation to waste disposal; and accurately determines and conveys waste levels received with landfill personnel.
- Performs other job-related duties as assigned.
Required Knowledge of:
- The operation of a sanitary landfill.
- Methods, materials, equipment, and operation of solid waste functions.
- Customer service and cashiering principles and practices.
- Traffic regulations concerning movement of heavy equipment.
- Federal, state, county laws and local health and environmental codes, rules, and regulations relating to solid waste operations and hazardous waste issue.
- Federal OSHA, State and County regulations and policies governing safe work practices, including use and handling of and proper disposal of hazardous waste, chemicals, and materials.
- Safe work practices.
- Basic cash collection and bookkeeping principles and practices.
- Effective communication principles and practices including oral and written communication.
- Modern office procedures, methods, and equipment including computers, computer applications sufficient to perform assignments.
- English usage, spelling, grammar, and punctuation.

- Interpreting, applying, and explaining federal, state and county solid waste and recycling laws and codes.

Physical Demands / Work Environment:
- Work is performed in a standard public works environment.
- Essential and supplemental functions may require maintaining physical condition necessary for sitting, walking or standing for prolonged periods of time, bending, stooping, and lifting or carrying items weighing up to 30 pounds.
- Work required visual and hearing acuity sufficient to perform essential and supplemental duties and to safely operate heavy equipment in a landfill environment.
- Work regularly requires speaking, hearing and utilizing a phone, calculator, cell phone, copier or fax machine.
- Regularly is exposed to extreme weather conditions, potential physical harm, infectious disease, dirt, dust, pollen, odors, fumes, temperature, noise extremes and hazardous chemicals.
