Landscape Architecture Construction Inspector
Must live in or relocate to Los Angeles / Ventura County, CA area

PMCS Group, Inc. is a project and construction management consulting firm headquartered in Long Beach, California, providing services to public agencies throughout Southern California. We are staffing an on-call Caltrans District 7 contract for roadway construction services covering Los Angeles and Ventura Counties.
The Role
We are seeking Landscape Architecture Construction Inspectors to support Caltrans District 7 construction projects on an as-needed basis. This is a field-based position inspecting highway planting, irrigation system installation, inert paving, plant establishment, and roadside improvements, working alongside the Caltrans Resident Engineer on both field and office engineering tasks. Landscaping on these projects is frequently combined with erosion control to deliver aesthetic, safety, environmental mitigation, and stormwater pollution prevention benefits.
What You'll Do
  • Inspect highway planting, irrigation systems, inert paving, and roadside improvements for conformance with the contract plans, Caltrans Standard Specifications (Sections 20 "Landscape " and 21 "Erosion Control "), special provisions, and the Construction Manual.
  • Keep the Resident Engineer informed of contractor and subcontractor quality of work and contract compliance, and coordinate with the District Landscape Architect and Maintenance landscape specialist on the acceptability of materials and workmanship.
  • Review plans and specifications before construction to determine planting requirements and identify vegetation to be preserved; document materials on Form CEM-3101; and inspect plants at the supplier's nursery prior to shipping.
  • Inspect irrigation system installation, pressure testing, backfilling, component installation, backflow preventers, and electrical conduit and conductor connections.
  • Observe pesticide mixing and application for compliance, verify applicator licensing and protective equipment on site, and issue Form LA-0017.
  • Administer plant establishment work under Section 20-4 notify the contractor of the establishment period on Form CEM-2701, evaluate progress, and verify watering, fertilization, basin formation, and plant replacement.
  • Enforce water pollution control and SWPPP requirements and recommend measures to reduce stormwater pollution.
  • Review field quantity calculations supporting measurement and payment, maintain complete and accurate records of work and quantities, and submit daily reports to the Resident Engineer within one workday.
  • Recommend contract change orders, manage the RFI process, and document and support resolution of claims and disputes.
  • Use tablet-based tools and CAD/GIS asset data to verify as-designed against as-built conditions and assist in preparing final as-built plans and reports.
What You'll Need
Education and Experience one of the following
  • A four-year degree in Landscape Architecture from a program accredited by the Landscape Architectural Accreditation Board (LAAB), plus a documented minimum of two (2) years of landscape construction inspection on highways or major public works projects; or
  • A master's or doctorate in Landscape Architecture from a university with an LAAB-accredited baccalaureate program, plus a documented minimum of two (2) years of landscape architecture construction inspection on highways or major public works projects.
Also Required
  • Ability to assist the Resident Engineer across field and office engineering work, including contract change order preparation, review, and analysis, and Water Pollution Control Program / SWPPP enforcement.
  • Working knowledge of Caltrans Standard Plans, Standard Specifications, and Construction Manual.
  • Experience with the Storm Water Pollution Prevention Program and the General Permit, and with monitoring labor compliance.
  • Familiarity with equipment used in landscape construction inspection, surveying, field testing of construction materials, and construction office engineering.
  • Experience preparing claims files, documents, and reports, and supporting Resident Engineers on DRB and DRA position papers and meetings.
  • Proficiency with Microsoft Office and CPM scheduling software (P3, P6, SureTrak, Microsoft Project, Scheduler Analyzer Pro).
  • Ability to obtain background clearance for work on or near a rail system, as necessary.
