Joint Intelligence, Surveillance, Reconnaissance & Awareness Integration Analyst

Location: Norfolk, Virginia (Onsite)

Clearance: Customer requires all consultants to hold a minimum of an Active Secret

Role Overview

This position provides contractor support for Joint Intelligence, Surveillance, Reconnaissance & Awareness (JISR&A) Integration. The role involves supporting the development of JISR&A capability products in accordance with the NATO governance model. The successful candidate will contribute to program management, methodological analysis, and the synchronization of development and implementation efforts across various lines of development.

Key Responsibilities

• Support the development of JISR&A capability products across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI).
• Assist Program Directors and Project Coordinators in program management, engaging with stakeholders from tactical to strategic levels.
• Provide methodological and analytical expertise to support the holistic development of JISR&A capabilities, particularly in multi-source/multi-domain intelligence fusion.
• Support the elicitation, capture, development, and analysis of capability targets and operational requirements.
• Assist in the development and review of JISR&A-related doctrinal materials, including policies, concepts of operation, and courses of action.
• Coordinate DOTMLPFI development and implementation synchronization.
• Organize and participate in workshops, seminars, and meetings.
• Collaborate with national and international military and civilian organizations.
• Administer JISR&A capabilities development program status information.
• Identify lessons and best practices to contribute to organizational learning.

Required Qualifications

Education: A Master's degree or equivalent national academic or Military College qualification in engineering, information systems, aeronautics, operations research, project management, business administration, or a related discipline is required. A Bachelors degree may be substituted with five years of relevant experience.

Experience:

• Five years of operational experience within the last twelve years in intelligence fusion and integration on a Joint or Strategic level staff.
• Three years of experience in the last ten years briefing senior leaders and decision-makers.
• A minimum of two years of program or project management experience within the last ten years, focused on military capability development in a complex environment.
• A minimum of two years of experience within the last ten years working in a multinational organization or NATO structure.
