This effort supports the 2030 Census by modernizing and integrating applications and data systems, reducing technical debt and lifecycle costs, and enabling secure, scalable, near–real-time data processing and analytics. The program emphasizes advanced application architecture, enterprise data modernization, DevSecOps adoption, cloud transformation, and the use of artificial intelligence and advanced data science capabilities.We are seeking a Lead Application Developer to provide senior technical leadership for enterprise application development and modernization efforts. This role is responsible for designing, developing, integrating, and delivering secure, scalable applications within a modern DevSecOps environment.*This position is contingent upon contract award.Salary Range: $140K – $168K - commensurate with the candidate's skills, experience, location, and qualifications.On a day-to-day basis, you will:Lead software development activities supporting enterprise application modernization initiativesDesign, develop, integrate, and maintain mission-critical applications using modern software engineering practicesImplement application solutions aligned with enterprise architecture, security, and DevSecOps standardsDevelop and maintain software using programming languages such as Java and PythonBuild and support CI/CD pipelines using GitLab, GitLab Runner, YAML-based automation, and related DevSecOps toolingImplement infrastructure automation using Infrastructure-as-Code tools including Terraform, Helm, and AnsibleDevelop and support containerized applications using Docker and Kubernetes-based environmentsSupport deployment automation and release management activities across cloud environmentsDevelop and integrate REST APIs, microservices, and cloud-native application componentsParticipate in application design reviews, code reviews, and technical evaluationsImplement automated testing practices and integrate testing into CI/CD workflowsSupport secure software development practices including vulnerability remediation, dependency management, and SBOM implementationCollaborate with security teams to integrate secure coding practices and application security controlsSupport production deployments, troubleshooting, and continuous improvement activitiesDevelop technical documentation, coding standards, and engineering best practicesMentor development teams and provide technical guidance on software engineering practicesCollaborate with architects, engineers, testers, cybersecurity professionals, and program leadership to deliver mission outcomesRequired Education/Qualifications:Bachelor's degree in Computer Science, Information Systems, Engineering, or related field (advanced degree preferred)15+ years of experience in application development, architecture, and/or modernization programsDemonstrated experience leading large-scale technical teams and enterprise application initiativesExperience managing full lifecycle application development in complex enterprise or federal environmentsExperience interfacing with clients and senior leadership on technical delivery and solution designRequired Skills:Enterprise application development and modernizationObject-oriented programming and software engineering principlesJava and/or Python application developmentREST API development and integrationMicroservices-based application developmentCI/CD pipeline implementation and automationGit-based software configuration management practicesInfrastructure-as-Code implementationContainerized application developmentKubernetes and Docker environmentsAutomated testing integrationSecure software development lifecycle (SSDLC)Application troubleshooting and performance optimizationAgile software development methodologiesSoftware DevelopmentJavaPythonREST APIsMicroservices architecturesApplication frameworks and development environmentsPreferred Qualifications:Certifications:AWS, Azure, or Google Cloud certificationScrum or SAFe Agile certificationCertified Systems Engineering Professional (CSEP) or equivalent architecture certificationExperience working in federal government or regulated environmentsExperience with enterprise-scale cloud transformation initiativesStrong leadership background in Agile or scaled Agile environments Please Note: We maintain an on-camera policy for all virtual company meetings to foster engagement and collaboration.
