The Lead Business Analyst serves as the senior business analysis expert within IT Applications at Sinclair College, providing leadership for large, complex, and strategically significant business and technology initiatives that advance institutional objectives. The position partners with business leaders, technical teams, project managers, vendors, and other stakeholders to evaluate organizational needs, define and manage business and functional requirements, improve processes, design practical technology solutions, and guide initiatives from analysis through implementation. The Lead Business Analyst applies deep knowledge of business processes, enterprise applications, systems integration, and software development practices to translate complex needs into clear requirements, functional specifications, process models, integration designs, testing strategies, and implementation plans.

This position evaluates solution alternatives, identifies opportunities for process improvement and automation, and provides technical consultation that supports sound business decisions and sustainable technology outcomes. Operating with a high degree of independence, the Lead Business Analyst is recognized as a trusted advisor and subject matter expert who exercises sound judgment within broad strategic objectives. The position leads small projects and major portions of large enterprise initiatives, supports multiple concurrent priorities, mentors and coaches staff who perform business analysis activities, facilitates cross-functional collaboration, and helps stakeholders navigate organizational change.

Through strategic thinking, strong communication, and disciplined analysis, this role will drive successful delivery of business and technology initiatives and develop innovative solutions to complex organizational challenges.

The expected minimum salary for this position begins at $80,000.00 and is commensurate with qualifications, education, and experience.

Principal Accountabilities

Business Analysis and Requirements Management

• Lead business analysis activities for large and complex projects and strategic initiatives
• Review, analyze, and evaluate business systems, processes, and user needs; elicit, document, validate, and manage detailed business and functional requirements; and develop user stories, use cases, workflows, functional specifications, and business process models using appropriate modeling techniques

Process Improvement and Organizational Impact

• Analyze business processes across departments to identify inefficiencies, dependencies, risks, and opportunities for improvement
• Recommend process changes, configuration approaches, and technology solutions that align with organizational strategies and improve operational effectiveness

Solution Design and Technical Specifications

• Translate business needs into actionable solution designs and develop functional specifications for business processes, data structures, systems, and integrations
• Create integration specifications ranging from simple interfaces to complex enterprise-level integrations and evaluate build, buy, or outsource alternatives when determining technology solutions

Testing, Implementation, and Change Support

• Lead and support testing activities, including integration testing and user acceptance testing, and help ensure requirements are fully addressed before implementation
• Support implementation planning, migration activities, training development and delivery, and organizational change management efforts to promote effective adoption of new or enhanced solutions

Strategic Consulting and Decision Support

• Serve as a recognized expert and trusted advisor for business analysis practices, enterprise applications, and business process improvement
• Provide strategic recommendations to business leaders and IT management regarding process improvement, technology opportunities, solution alternatives, and emerging capabilities

Project and Initiative Leadership

• Lead small projects and major portions of large enterprise initiatives while balancing multiple concurrent priorities
• Coordinate business and technical work, help resolve incomplete or conflicting requirements, manage ambiguity, and maintain focus on successful delivery within established strategic objectives

Collaboration, Facilitation, and Stakeholder Partnership

• Facilitate effective collaboration among business stakeholders, technical teams, project managers, and vendors
• Communicate complex technical information in terms appropriate to the audience, support decision-making across organizational levels, and build alignment around requirements, priorities, solutions, testing, and implementation

Application and Vendor Management

• Serve as a subject matter expert for assigned enterprise applications and business processes; provide advanced support, guidance, training, and consultation to end users and project teams; manage vendor relationships; participate in solution evaluations, implementations, and ongoing support activities; and assist in developing long-term application roadmaps and technology strategies

Leadership, Mentoring, and Professional Practice

• Provide leadership, mentoring, coaching, and technical guidance to Business Analysts and other staff who perform business analysis activities as part of their roles
• Promote consistent business analysis practices, encourage continuous improvement, and research industry trends, emerging technologies, and best practices to strengthen organizational capability

Requirements

Education and Professional Experience

• Minimum of a bachelor's degree in business, information technology, computer science, or a related field required; master's degree in a related discipline preferred
• Minimum of ten (10) years of progressively responsible business analysis experience, or an equivalent combination of education and experience

• Software Development Life Cycle Knowledge - Expert understanding of Software Development Life Cycle (SDLC) methodologies, including Agile and Waterfall, and the ability to apply appropriate analysis, documentation, testing, and implementation practices throughout the solution lifecycle.
• Enterprise Applications and Integration - Strong understanding of enterprise application architecture, integrations, data flows, and technical system documentation, with the ability to develop specifications for business processes, data structures, and enterprise integrations.
• Technical Comprehension - Ability to comprehend XML and technical documentation, work effectively with technical teams, and translate technical concepts into clear business implications and requirements for non-technical stakeholders.
• Analytical Thinking and Problem Solving - Strong analytical, troubleshooting, and problem-solving abilities, including the capacity to assess complex information, identify incomplete requirements, evaluate alternatives, resolve gaps with stakeholders, and develop innovative solutions using current and emerging technologies.
