Job Summary

• Telework (Within Minnesota or neighboring states) and flexible hours options are available.

This position exists to independently evaluate and assess the Department's information technology control environment across the enterprise, to include all aspects of managing and maintaining internal controls to ensure that they comply with relevant regulatory, legal, and industry standards and that they operate effectively and efficiently.

This position works with minimal supervision to achieve its objectives. This position will serve as a team lead for the IT Audit activities and is responsible for reporting the results of audit activities to management on a periodic basis.

Additionally, this position serves as the Department's key contact with MNIT on information technology internal controls and other Information technology security and audit related topics. It is also responsible for evaluating, developing and executing strategies for increasing awareness of, and monitoring compliance with, information technology internal controls.

This position serves as the lead for investigating data incidents that occur at local agencies using subject matter expertise in data types and classifications in collaboration with the Department's Data Privacy Office and Digital Forensics to direct the department's response, including fulfilling federal reporting requirements.

Responsibilities include but may not be limited to:

• Manage and maintain the Department's information technology control environment across the enterprise in collaboration with MNIT Services.
• Serve as Team Lead on IT audit and risk management projects.
• Lead local agencies data incident investigations.
• Participate in agency-wide domain teams and cross agency teams and committees that plan, decide, direct, implement and create policy around all IT DCYF program governance of MAXIS, PRISM, METS, MEC2, MCSO, and all other applicable systems.

Qualifications

Minimum Qualifications

Four (4) years of specialized experience in IT auditing, information security, IT compliance, cybersecurity, or information systems risk management.

Experience must demonstrate the following:

• Managing and leading audits, including developing a long-range audit plan.
• Knowledge of IT standards, guidance and frameworks such as NIST, COBIT, GDPR and COSO.
• Knowledge of risk assessment and internal control methodologies.
• Understanding of Azure Information Protection (AIP), and Data Loss Prevention (DLP) concepts.

Preferred Qualifications

• Broad and extensive knowledge of Generally Accepted Auditing Standards (GAAS) and Government Auditing Standards (GAS).
• Professional certifications such as CISA, CISSP, CIA, CFE, CCEP, or CPA.
• Knowledge of the goals, programs, and operating procedures of DCYF.
• Familiarity with IRS Publication 1075.
• Knowledge of state government organization and structure.
• Knowledge of project management, and policy evaluation techniques.
• Variety of experiences working effectively with others from different backgrounds and cultures.
