Description

We are seeking a highly experienced Lead IT Procurement Officer to oversee IT procurement and contract management activities while ensuring compliance with Mississippi State procurement laws and Information Technology Services (ITS) guidelines. The ideal candidate will have extensive experience in State Government procurement, RFP development, business analysis, and project management. U.S. Citizens are preferred for this position.

Job Responsibilities

  • Lead IT procurement and contract management activities.
  • Ensure compliance with State laws and ITS procurement guidelines.
  • Research, evaluate, and acquire IT products, software, services, and technical staffing.
  • Create and manage RFPs, RFQs, and other procurement solicitations.
  • Review, evaluate, and score vendor proposals, bids, and quotations.
  • Analyze procurement options and recommend the best solutions.
  • Partner with ITS and internal stakeholders on procurement initiatives and IT projects.
  • Gather, document, and communicate business requirements, user stories, processes, and workflows.
  • Organize project teams, develop work plans, and manage multiple projects.
  • Communicate effectively with internal users and external vendors throughout the procurement lifecycle

Qualifications

  • Bachelor's degree required.
  • 10+ years of experience in IT procurement, business analysis, and/or project management.
  • 10+ years of experience working in State Government.
  • 10+ years of experience creating IT procurement solicitations for software and services.
  • Experience with contract management, vendor management, and procurement compliance.
  • Certified Mississippi Purchasing Agent (CMPA) certification preferred.
  • U.S. Citizens are preferred.
