    Position Specific Summary
     

    The Intergovernmental relations coordinator is responsible for the execution and support of Tucson Water’s strategic goals by monitoring, analyzing, and advancing legislative, regulatory, and policy initiatives that impact operations, water resources, funding, and public trust. The IGR Coordinator builds and maintains strategic relationships; manages official communications, documents, contracts, and agreements; and supervises administrative support staff and related operational coordination functions supporting intergovernmental activities. This position ensures that the utility’s interests are represented effectively in support of Tucson Water’s mission and objectives.

    Work is performed under the supervision of the Public Affairs Administrator. This position does not supervise.

    Duties and Responsibilities

    • Monitor, analyze, and report on legislation, regulations, and policy trends (local, state, federal, and tribal) relevant to Tucson Water and City of Tucson operations. Work closely with Tucson Water divisions to ensure cohesive and effective intergovernmental strategies.

    • Develop clear, compelling policy briefs, position statements, fact sheets, talking points, and correspondence for utility leadership, government officials, and stakeholders. Research and monitor technical and regulatory information and translate complex subject matter into accessible language for non-experts and the public. Maintain and populate tracking systems, legislative records, and related intergovernmental documentation.

    • Coordinate and support engagement with government officials, legislative bodies, regulatory agencies, and professional associations.

    • Represent Tucson Water and the City of Tucson at meetings, hearings, workgroups, and conferences; provide timely oral and written updates to internal leadership. This position will require travel.

    • Support Tucson Water’s intergovernmental efforts and special projects by coordinating activities, tracking progress, and facilitating collaboration across teams. Coordinate and support implementation efforts that advance the utility’s external priorities.

    • Support contract management, administrative operations, and interdepartmental coordination related to intergovernmental programs. Supervise assigned administrative support staff, including work coordination, workflow management, and operational support activities related to intergovernmental functions.

    • Performs all other duties and tasks as assigned.

    Working Conditions

    Mostly office environment.

    MINIMUM QUALIFICATIONS

    Education

    Bachelor's degree

    Experience

    Five (5) years of relevant experience

    Equivalency

    Any combination of relevant education and experience may be substituted on a year-for-year basis.

    License/Certifications

    Preferred Qualifications

    Experience in the water sector, utilities, or natural resource management.
     
    Master’s degree in a related field.
     
    Familiarity with Arizona state government processes, CAP, ADWR, and regional water issues.
     
    Experience working with tribal governments or intergovernmental agreements.
     
    Excellent communication, negotiation, and interpersonal skills.
     
    Ability to manage multiple projects and priorities in a fast-paced environment.
