Description

Lead Safe Project Manager

Cleveland has a goal of building the highest compliance lead safe rental registry in the country. With this program, we aim to improve Cleveland's housing stock, drive down lead poisoning rates in our city, and better protect future generations of Clevelanders. After working for years to strengthen the certificate approval system, we are seeking a driven, process-oriented manager who can spearhead our next wave of enforcement work for those owners who have not yet complied.

Examples of Duties

Under administrative direction, coordinates and supervises all phases of designated program and project development and administration. Assists with or performs special projects as assigned. Provides training and technical assistance within and outside of the department as directed. Prepares and delivers presentations. Plans, develops, and administers projects and programs within a work unit. Reviews and evaluates program/project impact. Identifies project resources, requirements, methods, impact, and techniques. Prepares funding proposals and government reports. Monitors program contracts for compliance with terms and specifications. Conducts field site visits as necessray. Performs other job-related duties as required.

Minimum Qualifications

Bachelors Degree in Business/Public Administration or related field from an accredited four-year college or university is preferred. Three years of full-time paid progressively responsible management/supervisory experience in program and/or project development required. Should be proficient in computer and software applications (Microsoft Office Suites) and possess excellent communication and interpersonal skills. Valid State of Ohio Drivers License required.

Additional Duties

The Safe Lead Project Manager `responsible for planning and administering a specific project or program for a city department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or programs operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Collaborates with Lead Safe Auditor to ensure required information is provided. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.

Lead Safe Certificate Enforcement Program

  • Develop standard operating procedures for (1) enforcement escalation from civil tickets through violation notices and referrals to the law Department for Prosecution and (2) case management where property owners are making significant steps towards lead safe certification.
  • Utilize Accela and other technology tools to standardize review and process.
  • Supervises a team of staff at Building and Housing to effectuate enforcement and case management.
  • The team, including the Project Manager, reviews lead risk assessment reports, visits properties on site, makes safety plans, supports tenant notification, and ensures compliance with local, state, and federal rules in an effort to identify and address active lead hazards. The team, including the Project Manager, may issue Civil Tickets, bulk civil tickets, or violation notices.
  • Coordinate with Rental Registry and Data teams to ensure that more lead safe certificates correspond to more rental registries and Certificates Approving Rental Occupancy.
  • Oversee strategic multifamily enforcement and strategic portfolio-owner enforcement.
  • Collaborate closely with the Department of Public Health and the administrative team at Building and Housing to receive referrals of unaddressed lead hazards and rental units without active lead safe certification or rental registration.

Lead Safe Worker Engagement & Collaboration

  • Supports the Department of Public Health in working with the Lead Safe Worker community to improve the quality of lead safe work being done.
  • Attend and participate in meetings with stakeholders to receive feedback to improve program and to stay up to date on available resources and current barriers to success of the program.
  • Engage in community outreach to increase enrollment in the program so that more homes are inspected to identify lead hazards.

Lead Safe Ecosystem Collaboration

  • Supports the other City departments that work on lead (Community Development, Law, Public Health, Lead Accountability Team) to pursue system-wide improvements.

Required and Preferred Qualifications

  • Required: a bachelor's degree 4
  • Required: Two (2) years of full-time, paid, progressively responsible experience in program administration is required
  • Required: Lead Risk Assessor License (preferred), or obtaining one within 6 months of qualifications
  • Required: Must be able to lift and carry thirty (30) pounds.
  • Required: Be physically able to conduct site visits which may require climbing stairs and traversing uneven terrain.
  • Required: A valid State of Ohio Drivers License is required.
  • Required: Effectively use technology to support staff and day-to-day operations, including proficiency with Microsoft Office Suite.
  • Preferred: At least 2 years of supervisory experience.
  • Preferred: Experience working with invoices and grants.
  • Preferred: Proficiency with Accela data base.
  • Preferred: State Certification for building inspector or residential building inspector
