The Fairfax County Department of Public Works and Environmental Services (DPWES) Solid Waste Management Program (SWMP) seeks a Lead Scale Attendant (Administrative Assistant IV) who is highly motivated, brings enthusiasm, and has team leadership experience. This person will lead and be a member of a collaborative team of dedicated high performing weighmasters that are responsible for the operational and administrative functions related to refuse vehicle weighing, billing information processing, and permitting.

DPWES provides award-winning solid waste collection services for approximately 45,000 homes, operates a transfer station and landfill, regulates solid waste services, and leads sustainability initiatives to promote zero waste goals for Fairfax County. DPWES Solid Waste is a diverse work force of approximately 300 merit and 50 non-merit employees and has an annual operating budget of more than $100M. Our nationally-recognized team of professionals are working together towards a singular goal: providing environmentally-responsible and cost-effective management of municipal solid waste, keeping Fairfax County safe, green, healthy, and clean.

Duties and Responsibilities:

Serves as team lead to administrative weighmasters and participates in operational and administrative functions related to refuse vehicle weighing, billing information processing, and permit issuance at the I-95 complex and/or the I-66 complex. Determines the more complex material type and origin of waste loads at county operated waste disposal facilities. Inspects the more multifarious waste to determine acceptability for disposal or recycling. Inspects refuse collection vehicles for compliance with county regulations. Gathers evidence and data pertinent to violations of County Code, Chapter 109.1 as well as, where appropriate, violations of federal and state solid waste, medical waste, and hazardous materials regulations.

Obtains disposal permit numbers, enters appropriate information into computer system, confirms weights, determines direct sale or third-party billing, and determines disposal fees. Collects fees, including cash. Provides daily reconciliation of Weighmaster cash receipts, deposit slips, and inventory records, and safeguards funds in accordance with county controls governing the handling of cash and checks. Reviews the more complex monthly invoices for accuracy prior to mailing. Processes and issues refuse collection and disposal permits. Provides the more complex information and answers questions from the public and commercial hauling firms concerning disposal and recycling of materials. Educates customers on changes in regulations, material disposal locations, and changes in fees. Engages in safe working practices and complies with Solid Wast safety programs and guidelines. Complies with the DPWES Safety Competencies. Perform other duties as assigned.

Note: The assigned functional areas of this position are office management, general administration, cash handling, and customer service.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience and training equivalent to high school graduation and three years of experience providing administrative support in the assigned functional area(s).

LICENSE REQUIRED:

Valid drivers license

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Three years of experience providing technical support in a refuse operation(s) or a related field.
  • Two to three years of experience working with the general public.
  • Two Years Prior reconciliation and cash handling experience.
  • Excellent communication skills, computer, and data entry experience.
  • Two years of experience as a Team Leader.

PHYSICAL REQUIREMENTS:

Ability to hear and see surrounding area in a hazardous environment. Ability to lift up to 25 lbs. without assistance and 25 to 35 lbs. with or without assistance. Ability to operate a vehicle. Ability to operate keyboard driven equipment. Ability to walk, stand, bend, stoop, reach and work in tiring and uncomfortable positions for lengthy periods of time. Able to work in adverse weather conditions and temperatures. Manual strength and dexterity needed to climb, push, pull and perform repetitious tasks. Occupational noise exposure, to include loud noise from trucks (dba of 90). Sustain possible exposure to household hazardous waste. All duties performed with or without reasonable accommodations.
