The Lead Web Application and Software Engineer manage and develops all web applications development projects at the department, including new builds, enhancements and maintenance. This role requires deep expertise in C# and .NET technologies, strong architectural skills, and the ability to deliver secure, scalable, and high-performing solutions. The Lead Web Application and Software Engineer will work across the full software development life cycle (SDLC), establish standard development processes, and help design and maintain environments for development, testing, staging, and production.

Scope of Responsibilities

The Lead Web Application and Software Engineer serve as the department's primary technical authority and leader for web application development and software architecture. Operating with a high degree of autonomy, this position is responsible for driving the technical vision, managing the full software development life cycle (SDLC), and ensuring the security, scalability, and performance of all departmental web applications.

Description of Job

Job Duties

  • Lead web application development for the Department.
  • Develop and maintain the Department's web applications.
  • Architect and implement scalable solutions with strong knowledge of IIS, including application pools, websites, and virtual directories.
  • Create a long-term vision and plan for web application development and expansion.
  • Define and implement standard SDLC processes, ensuring consistency and quality across all phases.
  • Design and maintain development, testing, staging, and production environments.
  • Implement and manage CI/CD pipelines for automated builds and deployments.
  • Ensure code quality through unit testing, automated testing, and debugging.
  • Apply software design patterns and architectural principles for maintainable solutions.
  • Integrate security measures into every phase of the software development life cycle, ensuring that applications remain robust against various cyber threats
  • Use GitHub for version control and managing branching strategies.
  • Work in Visual Studio and other modern development tools.
  • Supervise and lead team of developers.
  • Project manage the Department's current and future web application development projects.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Qualifications Education and Experience

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:

Bachelor's degree from an accredited university or college in information technology, computer science, or related field

Substitution: Four (4) years of experience in a related field can replace the education requirement of a bachelors degree.

  • Experience: At least five (5) years of experience in web application development using C# and .NET Framework.
  • Experience managing the software development life cycle, including planning, analysis, design, development, testing, implementation, and maintenance
  • Experience with project management and vendor relations.
  • Experience with SQL Server and relational database design.
  • Experience configuring and managing IIS for enterprise applications.

Preferred QualificationsEducation:

Master's degree from an accredited university or college in research, higher education, information technology, computer science, data security or related field with relevant experience

Experience:

  • Project management experience
  • VB.net
  • Higher education experience with an institution, non-profit, or government entity
  • Knowledge of privacy rules and legislation such as FERPA and Privacy Act of 1974.

Licenses and Certifications:

  • Project management certification or related

Knowledge of:

  • Proficiency in C# and strong experience with .NET Framework and .NET Core/.NET 5+.
  • Familiarity with front-end technologies and modern frameworks.
  • Strong knowledge of API development, testing, and debugging.
  • Proficiency with Git/GitHub and source control best practices.

Typical Working Conditions

  • The employee typically works in a standard office environment where the noise level is moderate, and the office has controlled temperatures. Works a 40-hour work week, either remotely, hybrid, or in-office, depending on the arrangement met during employment with the supervisor during normal office hours of Monday- Friday 8:00 am - 5:00 pm.

Job duties may occasionally require working extended hours or hours outside of the regular schedule.
