PRINCIPLE RESPONSIBILITIES:
Under the general direction of the Manager, Marketing, Communications and Branding, the Learning and Development Program Manager is responsible for designing and developing comprehensive training for the Alliance's Medicare Advantage Dual Eligible Special Needs Plan (D-SNP) product for internal staff and external providers and stakeholders. The incumbent will foster an environment of education, learning, and development across the enterprise, where team members can acquire the knowledge and skills necessary for understanding and performing tasks effectively, while also facilitating their personal and professional growth. In addition, the position will collaborate with business units to understand unique curriculum design needs per department and approach the execution with high energy and a positive attitude.
The Learning and Development Program Manager is expected to remain current with market/industry trends and the competitive product landscape to ensure the training is implemented in a budget conscience, quality, and timely manner. The position will work closely with various departments to identify training needs, create engaging content, and may conduct training sessions that align with business objectives.
The Learning and Development Program Manager will collaborate with Medicare leadership in the designing and developing phase of training content. Working closely with senior and departmental leadership, the Learning and Development Program Manager will ensure effective performance and compliance with State and Federal regulatory requirements for all Medicare Advantage D-SNP training programs.
Principle responsibilities include:
Acts as a subject matter expert (SME) in training design and development for the Alliance and Medicare Advantage D-SNP product that is consistent with the vision and mission of the managed care health plan.
Assists in training and reporting on market research within local, community, State, and Federal levels within the Medicare Advantage industry.
Leads architectural design of training programs to ensure learning solutions are structured, scalable, and aligned with organizational goals.
Ensure all learning solutions align with regulatory requirements (CMS, MOC training, FDR training, HIPAA).
Maintain documentation and audit readiness for training programs.
Support internal and external audits by providing training records and evidence.
Configures and optimizes Learning Management System (LMS) administration and development, ensuring training content is organized, accessible, and optimized for learner engagement and performance tracking.
Supports the conducting of training needs analysis to determine specific training needs for department staff and evaluate effectiveness, especially in the production departments, such as Claims, Appeals & Grievances, Member Services, etc.
Collaborates with Alliance SMEs to develop and deliver D-SNP training to external provider partners and stakeholders as applicable.
Partners with the Alliance leadership team to identify, develop, and conduct appropriate curriculum design training programs, including selecting and designing appropriate training artifacts.
Collaborate with SMEs, compliance teams, operations, and IT.
Provide guidance and oversight to content developers.
Serve as a subject matter expert on learning technologies and design best practices.
Leads the design and development of interactive eLearning modules using tools such as:
Articulate Rise (preferred)
Articulate Storyline
Adobe Captivate or similar platforms
Creates engaging learning experiences including:
Scenario-based learning
Knowledge checks and assessments
Click to reveal interactions
Audio narration scripts or similar learning experiences
Ensures all content meets SCORM 1.2/xAPI compliance standards.
Promotes the train-the-trainer process as it relates to various systems and departments as applicable.
Performs LMS administration and configuration including:
Course setup and curriculum assignment
User roles, permissions, and automation workflows
Reporting dashboards and analytics
Integrates LMS with other enterprise systems.
Support API integrations and data exchange between systems.
May facilitate training sessions to increase employees' knowledge and competence, using visual aids such as videos, slides, graphs, charts, presentations, etc.
Use participant feedback to enhance the trainer effectiveness and identify areas for development and growth.
Works cross-collaboratively with diverse staff in teams, working groups, members, doctors, elected officials, community partners, and vendors while maintaining and upholding a professional demeanor and representing the Alliance at interviews, special events, official functions, meetings, and when conducting research.
Assists in creating policies, standard operating procedures (SOPs), productivity standards, roadmaps, reporting, and Key Performance Indicators (KPIs) in a timely manner.
Designs and implements a learning architecture framework aligned with organizational goals and regulatory requirements.
Develops scalable learning pathways, curriculum, and competency frameworks.
Partners with leadership to identify learning needs and translates them into technology-enabled solutions.
Technical Development (Coding):
Apply coding skills to enhance learning solutions, including:
HTML, CSS, JavaScript, etc. for custom course design and interactions
SCORM packaging and troubleshooting
Custom UI/UX enhancements within LMS or eLearning tools
Troubleshoot technical issues related to course functionality, tracking, and system integration
Data, Reporting & Continuous improvement
Monitor training completion, performance outcomes, and learner engagement
Use data insights to drive continuous improvement of learning programs

MINIMUM QUALIFICATIONS:
EDUCATION OR TRAINING EQUIVALENT TO:
A Bachelor's degree in related field or equivalent work experience.
5 - 8+ years of experience in instructional design or eLearning development.
Demonstrated experience with:
LMS platforms (Percipio, Cornerstone, Moodle, etc.)
Strong technical skills for LMS configuration and administration such as:
Experience designing learning in regulated environments (healthcare, insurance, or government programs) preferred.
Strong understanding of audit learning principles or instructional design methodologies such as ADDIE, SAM, etc.
MINIMUM YEARS OF ADDITIONAL RELATED EXPERIENCE:
SPECIAL QUALIFICATIONS (SKILLS, ABILITIES, LICENSE):
Experience supporting Medicare Advantage, D-SNP, or Medicaid programs preferred
Preferred familiarity with:
DHCS training requirements
NCQA Accreditation standards
Experience with:
Data visualization tools (Power BI, Tableau, etc.)
Knowledge of accessibility standards (Section 508/WCAG) preferred.
Excellent written, verbal, and interpersonal communication skills, and ability to successfully interact with people at all levels.
Ability to facilitate meetings, manage complex initiatives, and make presentations before groups consisting of management and staff.
Exhibits good task planning and implementation skills to ensure work is completed on time and to expected quality levels.
Strong collaboration skills with demonstrated ability to create and foster a collaborative work environment.
Strong organizational skills with the ability to effectively prioritize multiple tasks and meet deadlines.
Ability to lead effectively in a matrixed environment.

Experience with project management.
Intermediate skills in Microsoft Office Suite including Outlook, Word, Excel, Visio, or PowerPoint.
Ability to manage confidential information with appropriate discretion.
5% to 10% occasional travel required.
SALARY RANGE: $110,094.40 - $165,131.20 Annually
