    The Commission for the Protection of Persons with Disabilities (CPPD) is an independent state agency whose mission is to protect adults with disabilities from the abusive acts or omissions of their caregivers through investigation, oversight, public awareness, and prevention. Through education, collaboration, and community engagement, CPPD works to increase awareness, strengthen prevention efforts, and promote the safety, dignity, and rights of adults with disabilities across the Commonwealth.

    Position Summary:

    The Learning & Development Specialist designs, develops, delivers, and evaluates educational programs, learning resources, and multimedia content that support the mission of the Commission for the Protection of Persons with Disabilities. The position develops and maintains accessible learning experiences, educational resources, and digital content that support agency operations and advance professional education, community outreach, and public awareness for internal and external audiences. This position requires the ability to travel throughout the Commonwealth as needed for training facilitation and outreach activities. Occasional out-of-state travel may be required.

    Core Responsibilities:

    Training Facilitation: Deliver engaging educational programs through instructor-led, in-person, virtual, and hybrid learning experiences for internal staff and external audiences with diverse learning needs.

    Instructional Design: Design, develop, maintain, and evaluate accessible educational programs, e-learning modules, presentations, job aids, and multimedia learning resources using adult learning principles and instructional design best practices. Partner with subject matter experts to develop educational content and ensure learning materials are accurate, accessible, engaging, and aligned with agency goals.

    Learning Management System (LMS) Support: Support the administration and maintenance of the agency''s Learning Management System, including course development and updates, learner enrollment, communications, training records, reporting, and ongoing system maintenance.

    Digital Accessibility: Ensure educational materials, agency documents, websites, multimedia content, and digital communications comply with the Massachusetts Digital Accessibility Standards, WCAG, Section 508, and other applicable accessibility requirements. Evaluate, remediate, and maintain digital content to promote accessibility and inclusive access.

    Digital Content Management: Develop, manage, and maintain accessible digital content and communications that support agency operations, learning initiatives, community outreach, and public awareness. Responsibilities include website management, social media administration, multimedia asset development, and digital communications that advance the Commission''s mission.

    Community Outreach & Public Awareness: Support the agency''s community outreach and public awareness initiatives through educational programming, community partnerships, presentations, outreach events, awareness campaigns, and other activities that advance the Commission''s mission.

    Evaluation & Continuous Improvement: Evaluate learning outcomes, analyze participation and program metrics, gather stakeholder feedback, and continuously improve educational programs, resources, and delivery methods to ensure quality, accessibility, and alignment with agency priorities.

    Preferred Knowledge, Skills, and Abilities:

    • Learning Technologies & Digital Media: Advanced knowledge of instructional design and e-learning authoring tools (Articulate Storyline and Rise 360 preferred), Learning Management Systems (LMS), Adobe Creative Cloud, Microsoft Office Suite, and other technologies used to develop, deliver, and manage educational programs and digital content.
    • Digital Accessibility: Working knowledge of the Massachusetts Digital Accessibility Standards, WCAG, Section 508, and accessible design principles, including experience evaluating and remediating digital documents, multimedia, websites, and other electronic content.
    • Communication & Presentation Skills: Exceptional written, verbal, presentation, and interpersonal communication skills with the ability to effectively educate, engage, and collaborate with diverse internal and external audiences.
    • Project Management: Highly organized self-starter capable of independently managing multiple projects, competing priorities, and simultaneous support requests while meeting deadlines and maintaining attention to detail.
    • Critical Thinking & Innovation: Demonstrated ability to research, analyze, and apply emerging trends, technologies, and best practices to develop innovative educational solutions and improve organizational learning.
