The City of Oxnard's Human Resources Department is seeking a Learning & Development Analyst to join its Learning & Development Team.
The ideal candidate will have demonstrated experience designing and facilitating training for adult learners in a professional setting, strong analytical and problem-solving skills, and the ability to collaborate across departments and communicate effectively with employees at all levels.
The Learning & Development team strengthens organizational effectiveness by supporting more than 1,800 employees across 12 municipal departments through training, performance management, and employee engagement programs. In partnership with Human Resources and City leadership, the team ensures training is in alignment with citywide priorities and promotes a culture of continuous learning.
WHAT YOU’LL DO:
Facilitate high-quality training sessions for groups of employees, managing the classroom environment to ensure effective learning.
Design and develop learning experiences across multiple modalities, including instructor-led (in-person and online), on-demand courses, microlearning, and job aids.
Assess skill gaps, measure training effectiveness, and analyze learning data to improve programs and inform decisions.
Collaborate with the Learning & Development team to implement solutions-based leadership development strategies, including supervisor training, mentoring programs, and succession planning.
Manage the City’s centralized Learning Management System (LMS), provide technical support to employees, and assist with the annual performance evaluation process.
Apply independent judgment and professional analysis to resolve issues, recommend solutions, and improve program effectiveness.
Support program administration, outreach, and financial tracking related to Learning & Development initiatives.

This classification is distinguished from the Administrative Services Coordinator/Support Supervisor in that it performs professional financial, managerial and/or operational analysis work and/or provides professional program analysis, evaluation and administration.
SUPERVISION EXERCISED / SUPERVISION RECEIVED:
Incumbents may serve as a lead worker, assigning work and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.
