Job Description

Build the Engine Behind a Smarter, Stronger Learning Ecosystem

The City of Raleigh Parks Department is seeking highly skilled Learning & Development Systems Analyst to architect, maintain, and optimize the platform that trains for over 2,000 employees.

This technical and strategic role blends database stewardship, advanced reporting, and learning design to ensure our Learning Management System (LMS) operates as a proactive, automated hub, a catalogue of e-learning assets, and a system of learning records.

If you thrive at the intersection of data, systems, and human-centered learning, this is your opportunity to shape how our department grows talent, maintains safety readiness, and improves operational performance.

The LMS Administrator is essential to Raleigh Parks to maintain accurate, auditable training records and ensure staff meet all safety, compliance, and professional development requirements. This role oversees the full lifecycle of training-both in-person and e-learning-within the SuccessFactors Learning system, ensuring courses are properly created, assigned, tracked, and reported. Employees depend on the LMS Administrator for timely compliance reports, roster management, and documentation required for regulatory and accreditation standards such as CAPRA.

  • Support supervisors by sharing best practices for team reporting and adherence to training requirements.

Curriculum Architecture & Systems Design

  • Build programs, curricula, and automated learning paths so training is auto assigned based on role, job code, compliance cycles, safety requirements, and departmental needs.

  • Partner with instructional designer to align programs, assessment strategies, and metadata for seamless delivery.

Content Curation & Technology Stewardship

  • Curate high-quality learning content from external vendors to establish a library of accessible training to support professional development that aligns with department goals.
  • Administer and support additional learning technologies across SharePoint, Teams, YouTube, video editing platforms, and SCORM/API authoring tools.
  • Serve as a liaison between IT & other departmental LMS administrators to ensure governance standards, workflow consistency, and quality assurance.

Customer Support & Cross Department Collaboration

  • Collaborate with Safety, IT, and HR to ensure training systems support citywide initiatives.
