    ABOUT PATH
    Since its foundation in 1984, PATH (People Assisting The Homeless) has pioneered bold and effective approaches to assist people experiencing homelessness. PATH operates services throughout California, connecting our clients to a comprehensive continuum of homelessness prevention, street outreach, employment preparation and placement assistance, individualized case management, supportive services, interim housing, and permanent supportive housing. 

    ABOUT THE JOB
    As part of the Human Resource team, the Leave of Absence Analyst serves as a key liaison between PATH employees, management, and key stakeholders. This role provides comprehensive support for all aspects of leave administration, ensuring compliance with federal, state, and local regulations. The LOA Analyst facilitates end-to-end management of leave cases, delivers support to employees, and maintains accurate records for reporting and compliance purposes. The LOA Analyst will report to the HR, Associate Director, Leave & Disability.

    Position Responsibilities: 

    •  Serves as the subject matter expert for the leave of absence process in alignment and under the general direction and guidance of HR leadership. 
    • Administers, tracks, and determines eligibility for all aspects of leaves including but not limited to Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), Pregnancy Disability Leave (PDL), and/or ADA reasonable accommodation. 
    • Deliver exceptional customer service to employees by addressing concerns promptly, resolving conflicts, and using sound judgment to manage escalated issues. 
    • Provide employees and supervisors/managers with clear information on available leave types, verifying qualifications and eligibility as needed. 
    • Offer guidance on leave of absence processes, ensuring employees understand their rights and entitlements. Support employees and managers through all stages of the leave cycle by explaining policies, addressing inquiries, and providing timely follow-ups. 
    • Maintain accurate and compliant case records for all assigned leave requests, adhering to federal, state and company regulations. 
    • Independently review and approve or deny leave requests based on medical documentation while ensuring compliance with HIPAA and privacy guidelines. 
    • Track the duration of leaves to ensure timely submission of required documents and escalate cases when entitlements are exceeded or deadlines are missed. 
    • Update employee statuses in the HRIS system for leaves and returns, coordinating notifications to relevant departments to ensure smooth transitions. 
    • Review and assess leave policies and procedures, identifying areas for improvement and implementing process enhancements to optimize efficiency. 
    • Ensure full compliance with federal and state leave programs, including FMLA, ADA, PDL, Military Leave, and internal company policies. 
    • Manage time-off benefits in the HRIS system to align with company policies and ensure accurate tracking. 
    • Recommend enhancements to leave programs and processes to improve the employee experience and overall efficiency. 
    • Generate and analyze HRIS reports to identify unapproved or undocumented absenteeism, escalating cases to the appropriate parties. 
    • Produce leave-related analytics and metrics to monitor trends, address issues, and identify opportunities for program improvements. 
    • Provide HR leadership with data-driven insights and actionable recommendations for enhancing leave management practices. 
    • Stay current on federal and state leave regulations, updating internal policies, procedures, and communication materials as necessary to ensure compliance. 
    • Develop and deliver actionable reporting and insights to leadership by analyzing leave case metrics and trends. 
    • Incorporate regulatory changes into internal processes and documentation to maintain compliance and ensure up-to-date leave management practices.

    PREFERRED QUALIFICATIONS

    • A Bachelor’s Degree in business administration, human resources, or related field

    MINIMUM QUALIFICATIONS

    • Three (3) years experience in Human Resources in a leave management or generalist related position. 
    • Three (3) years experience specifically in leave of absence administration of both continuous and intermittent leaves. 

    MANDATORY REQUIREMENTS
    Regardless of qualifications, candidates must:

    • Have employment eligibility verification
    • Have or be able and willing to obtain CPR/First Aid training
    • Successfully complete the following as a condition of hire:
      • Tuberculosis Test
      • Background Screening
      • Drug Test

    Driving is an essential function of this position. To meet the employment requirements for this role, all candidates must: 

    • Have reliable transportation
    • A valid driver’s license
    • Proof of insurance and ownership for personal vehicles used during work duties
    • The ability to qualify for PATH's insurance coverage
