Position Summary: The Legal Contracts Senior Manager conducts full life-cycle contract administration for various U.S. government and commercial clients in the energy and related infrastructure sectors and provides legal support to global operations as required to manage risks. Essential Job Functions: Commercial contracting and legal support: Manage contractual and legal aspects of work performed on behalf of commercial clients, including multilateral donors, foreign governments, foreign and domestic utilities, other quasi-public bodies, and public and private firms Perform due diligence on all potential clients and entities that Tetra Tech will team, subcontract or associate with Support business development by reviewing solicitations, agreement terms and conditions, teaming agreements and providing contracts and compliance guidance to staff, teaming partners, and subcontractors Prepare, negotiate and administer contracts, subcontracts, independent consulting agreements, teaming agreements, NDAs, and related agreements ensuring that all contract terms and conditions are adhered to during implementation Advise on foreign registration requirements and work with local legal and tax advisors to ensure proper registration and compliance Represent the company in commercial client audits Federal contracting and legal support: Support legal and contractual aspects of project administration throughout the Federal contract lifecycle on Department of State prime contracts Help manage approved purchasing and automated systems Prepare, negotiate, and review grants, subcontracts, purchases, intercompany orders, and other types of fixed-price and cost reimbursement agreements Conduct compliance reviews for large procurement packages for equipment, supplies, commodities, and technical services Provide compliance support for grants under Department of State contracts in accordance with federal regulations and approved grants manuals Prepare submissions to government contracting officers and agency procurement staff. Required Qualifications: Bachelor's degree in law, business administration, or related field Minimum 10 years of federal and commercial contract management experience Extensive knowledge of federal contracting regulations, policies, and procedures, including the FAR, AIDAR, and FTR Strong understanding of commercial contracting principles Demonstrated experience in risk mitigation, compliance management Strong attention to detail and ability to manage multiple tasks in a fast-paced, deadline-driven environment with a strong customer service orientation Ability to solve problems, prioritize, quickly understand regional/country context and local sensitivities, and negotiate effectively combining logic and reason with interpersonal sensitivity Strong writing, communication and presentations skills, including the ability to communicate complex information to varied audiences and to train staff in contract compliance Advanced proficiency in the Microsoft Office suite: Word, Excel, PowerPoint, Teams Preferred Qualifications: Experience with various multilateral development bank contracting regulations Experience with contractor approved purchasing and automated systems J.D., degree in paralegal studies, or Certified Federal Contract Manager Ability to work in French and/or Spanish Physical Requirements: Prolonged periods sitting or standing at a desk and using a computer. Additional Information: Employment type: This is a full-time position. Work schedule: Monday - Friday, standard core business hours (8:30 AM - 5:30 PM local time); some flexibility required but must with overlap core business hours for team collaboration. Work location: Hybrid work arrangement out of our Courthouse office is highly preferred. Work arrangements are subject to review and may change at the company's discretion. Travel requirements: Occasional international travel, to include conflict zones, will be required.
