The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealths Executive Branch, EOTSS oversees and manages the enterprise technology digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees.

We directly serve our constituents by providing digital services and tools that enable taxpayers, drivers, businesses, visitors, families, and other citizens to do business with the Commonwealth in a way that makes every interaction with government easier, faster, and more secure. Our Mission is to provide technology leadership across the Commonwealth to enhance the quality of public service and foster positive community outcomes.

The General Counsels Office

The EOTSS General Counsels Office provides legal guidance on data privacy, cybersecurity, emerging technologies, e.g., generative artificial intelligence, government technology policies, as well as open meeting law, public records, state ethics, contracting, and procurement. We support the agencys efforts in governance compliance and risk management, ensuring that state technology initiatives align with legal and ethical standards.

The General Counsels Office includes the EOTSS Privacy Office, supporting the offices compliance with evolving state and federal privacy regulations, managing privacy impact assessments, and supporting privacy by design in project developments. The General Counsels Office also includes the eDiscovery Office, which provides enterprise eDiscovery services for executive offices within the Commonwealth.

EOTSS is seeking to hire a Summer Legal Intern to work with our Privacy Office. As an intern, you will provide support conducting legal research on privacy laws, analyzing administrative law issues, developing policy, and assisting with the agencys regulatory and governance functions.

Job Details

  • Primary work location: 1 Ashburton Place, Boston, Massachusetts 02108
  • Work schedule: Monday through Friday, 9AM to 5PM EST
  • Hybrid model of reporting to work that combines in-office workdays and work from home days
  • Duration of the summer internship: Monday, June 1st, through Friday, August 7th, 2026

Duties and Responsibilities

  • Conduct legal research
  • Support policy development
  • Observe and assist with meetings and governance discussions
  • Assist with privacy impact assessment process
  • Draft legal memoranda and develop opinions on government law, data regulations, and technology policies
  • Collaborate with legal and IT teams to analyze the impact of new privacy laws on agency policies and procedures
  • Prepare at least one writing sample-quality legal memo as a key deliverable with the opportunity to produce additional research materials

Required Knowledge, Skills, and Abilities

  • Completed at least one year of law school and currently pursuing a Juris Doctor (J.D.) degree
  • Familiarity with Westlaw or LexisNexis
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
  • Capable of working both independently and as part of a diverse multi-skilled team
  • Ability to communicate methods and findings verbally, in writing, and visually to technical and non-technical audiences
  • Experience working with confidential, protected, sensitive data
  • Working knowledge of data privacy and handling practices
  • Interest in public policy or administration, experience in a government setting

Preferred Knowledge, Skills, and Abilities

  • Capable of working both independently and as part of a diverse multi-skilled team
  • Ability to communicate methods and findings verbally, in writing, and visually to technical and non-technical audiences
  • Experience working with confidential, protected, sensitive data
  • Working knowledge of data privacy and handling practices
  • Interest in public policy or administration, experience in a government setting
