    Level 3 Business Analyst

    Duration: 30 Months
    Location: Albany, New York
    Position Level: Level 3 – Senior Business Analyst

    Job Summary

    We are seeking an experienced Level 3 Business Analyst with strong expertise in business requirements analysis, stakeholder management, business process analysis, and large-scale technology modernization initiatives.

    The ideal candidate will have a deep understanding of complex business rules, stakeholder needs, functional requirements, and technical architecture within Health and Human Services (HHS) environments.

    The Business Analyst will work closely with business stakeholders, subject matter experts, technical teams, and project leadership to gather and analyze requirements, document business processes, recommend improvements, and ensure technology solutions align with organizational goals and project objectives.

    Key Responsibilities

    • Lead requirements gathering and business analysis activities for complex technology initiatives.
    • Work closely with subject matter experts and stakeholders to understand business needs, processes, and system requirements.
    • Analyze and document business and system requirements.
    • Identify, validate, and prioritize functional and non-functional requirements.
    • Analyze complex business rules and translate them into clear system requirements.
    • Conduct business process analysis and identify opportunities for process improvement.
    • Develop As-Is and To-Be process flows, functional specifications, user stories, and other requirements documentation.
    • Collaborate with technical teams to ensure requirements are technically feasible and aligned with system architecture.
    • Recommend best-fit technology solutions based on business requirements and stakeholder needs.
    • Support large-scale modernization initiatives involving legacy systems and complex functional domains.
    • Facilitate stakeholder meetings, workshops, and workgroups.
    • Validate proposed solutions with business stakeholders and subject matter experts.
    • Support delivery of web-based and client-facing applications.
    • Work collaboratively with business and technical teams throughout the software development lifecycle.
    • Support requirements related to continuous integration and deployment environments.
    • Identify gaps between existing processes/systems and future-state requirements.
    • Prepare clear and comprehensive requirements documentation for development and implementation teams.
    • Support testing, validation, and implementation activities as required.
    • Provide leadership and guidance to other Business Analysts and project team members.
    • Perform additional duties and responsibilities as assigned.

    Required Qualifications

    • 7+ years of experience working on complex projects, including at least 2 years in a Business Analyst leadership role.
    • 7+ years of client-focused business and requirements analysis experience.
    • 7+ years of experience conducting requirements gathering sessions, analyzing requirements, and documenting and validating system requirements.
    • Experience working with teams of clients, stakeholders, subject matter experts, and technical professionals.
    • Experience preparing proposals and recommendations for best-fit technology solutions based on elicited requirements.
    • 2+ years of experience working within an Integrated Eligibility System (IES) program.
    • Experience working across multiple workstreams within an Integrated Eligibility System environment.
    • Experience in a Health and Human Services environment.
    • Experience working with the Child Support business domain.
    • Strong understanding of business process analysis and requirements documentation.
    • Excellent written and verbal communication skills.
    • Strong stakeholder management, facilitation, analytical, and problem-solving abilities.

    Preferred Qualifications

    • 7+ years of experience eliciting, documenting, and validating business and system requirements for large-scale modernization projects.
    • Experience analyzing legacy systems, complex business rules, and functional domains.
    • Strong experience in the Human Services Child Support domain.
    • 7+ years of experience conducting business process analysis and developing:
      • As-Is / To-Be process flows
      • User stories
      • Functional specifications
      • Wireframes
      • Business requirements documentation
    • Experience using requirements management tools such as Blueprint or similar platforms.
    • 7+ years of experience facilitating stakeholder meetings and workgroups.
    • Experience gathering requirements and validating solutions for web-based, client-facing applications.
    • Experience working on large-scale Health and Human Services technology modernization programs.
    • Experience collaborating with cross-functional business and technical teams
