    Position Overview

    Diverse Agile Solutions is seeking an experienced Level III Business Analyst to support a large-scale Integrated Eligibility System (IES) initiative within a Health and Human Services environment. This senior-level role requires a highly skilled Business Analyst with extensive experience gathering and documenting complex business requirements, collaborating with executive stakeholders, and supporting enterprise modernization initiatives.

    The successful candidate will work closely with business owners, subject matter experts, project managers, architects, developers, and testing teams to translate business needs into functional requirements while ensuring technology solutions align with organizational objectives.

    This position offers flexible telecommuting opportunities. Approved consultants may work remotely for more than 50% of their scheduled hours, with the possibility of 100% remote work. Individuals approved for fully remote work must attend monthly meetings in Albany, NY, and participate in major project milestone meetings as required.

    Key Responsibilities

    • Lead business requirements gathering sessions with stakeholders and subject matter experts.
    • Analyze complex business processes and identify opportunities for improvement.
    • Elicit, document, validate, and manage functional and system requirements.
    • Develop business process documentation, including As-Is and To-Be workflows.
    • Create user stories, functional specifications, process models, and business documentation.
    • Collaborate with technical teams to ensure requirements are accurately translated into technical solutions.
    • Support Agile software development and Continuous Integration/Continuous Deployment (CI/CD) initiatives.
    • Analyze existing systems, business rules, and legacy applications to support modernization efforts.
    • Facilitate stakeholder meetings, workgroups, and solution validation sessions.
    • Assist with solution planning, change management, and business process improvements.
    • Ensure delivered solutions align with organizational goals, regulatory requirements, and project objectives.
    • Support User Acceptance Testing (UAT), defect analysis, and implementation activities.
    • Perform additional duties as assigned.

    Required Qualifications

    • Minimum 7 years of experience working on complex information technology projects.
    • Minimum 2 years serving in a leadership role as a Business Analyst.
    • At least 7 years of experience performing client-focused business analysis and requirements management.
    • Demonstrated experience:
      • Conducting business requirements gathering sessions.
      • Analyzing and documenting business and system requirements.
      • Validating requirements for Agile and CI/CD environments.
      • Preparing recommendations for technology solutions based on business needs.
    • Minimum 2 years of experience supporting an Integrated Eligibility System (IES) program within a Health and Human Services environment.
    • Experience supporting Child Support workstreams within an Integrated Eligibility System.

    Preferred Qualifications

    • Seven or more years supporting large-scale government modernization initiatives.
    • Extensive experience analyzing legacy applications, business rules, and complex functional domains.
    • Strong knowledge of Human Services and Child Support business processes.
    • Experience creating:
      • As-Is and To-Be business process models
      • User stories
      • Functional specifications
      • Wireframes
      • Business process documentation
    • Experience using Blueprint or comparable requirements management tools.
    • Proven ability to facilitate stakeholder workshops and executive-level meetings.
    • Experience supporting web-based, client-facing enterprise applications.
    • Strong analytical, communication, and problem-solving skills.
    • Experience working within Agile and Scrum environments.
