The PlannerScheduler is responsible for developing, maintaining, and controlling detailed work packages, production schedules, and progress tracking for NAVSEA Regional Maintenance Center (RMC) ship repair and modernization efforts aboard LHD-class ships. This role ensures contractor work aligns with approved work specifications, Integrated Master Schedules (IMS), availability milestones, and Navy quality and safety requirements.
Key Responsibilities:
• Planning & Work Package Development: Develop detailed work packages from RMC, NAVSEA, work items, drawings, CFRs, technical manuals, and ship checks. Define job sequences, labor estimates, material requirements, tooling, testing, and inspections. • Coordinate with engineering, QA, and production to resolve work scope clarifications and changes. • Support growth work identification and incorporation into schedules.
Scheduling & Progress Control:
• Build and maintain Integrated Master Schedules (IMS) using Primavera P6, MS Project, or equivalent. • Develop logic-driven schedules with clear predecessors, successors, and critical path identification. • Track daily progress, earned value, and schedule impacts. • Identify schedule risks and recommend recovery plans. • Support weekly and daily production meetings with schedule status and forecasts.
Coordination & Communication:
• Interface with RMC representatives, ships, force subcontractors, and internal departments. • Support production planning meetings, availability reviews, and schedule briefs. • Coordinate access constraints, tag-outs, testing windows, and ship operations impacts. • Ensure schedule alignment with waterfront execution realities.
Compliance & Documentation:
• Ensure planning and scheduling comply with NAVSEA Standard Items, OSHA, and shipyard safety rules. • Maintain accurate planning documentation for audits and RMC reviews. • Support QA hold points, inspections, and test events within schedules.
Required Qualifications:
• 5 years of planning and scheduling experience in U.S. Navy ship repair or shipyard environments. • Strong knowledge of NAVSEA, RMC processes, work items, and availability execution. • Experience working aboard LHD, LHA, LSD, LPD, or similar surface combatants. • Proficiency with Primavera P6, MS Project, or equivalent scheduling software. • Ability to read and interpret ship drawings, technical manuals, and specifications. • Strong organizational, analytical, and communication skills.
Preferred Qualifications:
• Prior RMC shipyard or prime contractor experience. • Familiarity with waterfront operations, tag-out procedures, and shipboard safety. • Experience supporting CMAVs, DSRA, SRA, or DPIA availabilities. • Earned Value Management (EVM) experience. • Ability to obtain or hold a U.S. Government security clearance.
Working Conditions:
• Shipboard and shipyard environment. • Frequent coordination with production and waterfront personnel. • May require climbing ladders, entering confined spaces, and working around industrial hazards. • Overtime and shift work may be required to support availability milestones.
